Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.

Introduction
Type III environmental declarations present quantified environmental information on the life cycle of a product
to enable comparisons between products fulfilling the same function. Such declarations
⎯ are provided by one or more organizations,
⎯ are based on independently verified life cycle assessment (LCA) data, life cycle inventory analysis (LCI)
data or information modules in accordance with the ISO 14040 series of standards and, where relevant,
additional environmental information,
⎯ are developed using predetermined parameters, and
⎯ are subject to the administration of a programme operator, such as a company or a group of companies,
industrial sector or trade association, public authorities or agencies, or an independent scientific body or
other organization.
Type III environmental declarations as described in this International Standard are primarily intended for use
in business-to-business communication, but their use in business-to-consumer communication is not
precluded. It is recognized that a developer of a Type III environmental declaration cannot precisely determine
the audience. However, it is important to consider the information needs of different purchaser or user groups,
for instance large businesses, small and medium sized enterprises (SMEs), public procurement agencies and
consumers. Those responsible for developing Type III environmental declarations and programmes based on
this International Standard will need to pay due attention to the level of awareness of the target audience.
In programmes based on this International Standard, the organization making the declaration will be required
to ensure that data are independently verified either internally or externally. This could, but does not
necessarily, mean third-party verification except in the case of business-to-consumer declarations. ISO
provides a general definition for “certification” (procedure by which a third party gives written assurance that a
product or process conforms to specified requirements). Nevertheless, “certification” is understood and
conducted differently in different regions. To avoid confusion, this International Standard uses the term “third-
party verification” instead of “certification”.
Harmonization of general programme instructions and particularly product category rules (PCR) are
encouraged between programmes to meet the principle of comparability. This includes mutual recognition of
rules with respect to PCR development, PCR review and verification procedures, administrative procedures
and declaration format. To ensure comparability, programme operators are encouraged to work cooperatively
to achieve harmonization of the programmes and to develop mutual recognition agreements.
NOTE In the practice of developing Type III environmental declarations, programmes or their declarations are
referred to by various names such as Eco-Leaf, eco-profile, environmental declaration of product, environmental product
declaration (EPD) and environmental profile.

1 Scope
This International Standard establishes the principles and specifies the procedures for developing Type III
environmental declaration programmes and Type III environmental declarations. It specifically establishes the
use of the ISO 14040 series of standards in the development of Type III environmental declaration
programmes and Type III environmental declarations.
This International Standard establishes principles for the use of environmental information, in addition to those
given in ISO 14020.
Type III environmental declarations as described in this International Standard are primarily intended for use
in business-to-business communication, but their use in business-to-consumer communication under certain
conditions is not precluded.
This International Standard does not override, or in any way change, legally required environmental
information, claims or labelling, or any other applicable legal requirements.
This International Standard does not include sector-specific provisions, which may be dealt with in other ISO
documents. It is intended that sector-specific provisions in other ISO documents related to Type III
environmental declarations be based on and use the principles and procedures of this International Standard.

L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.
La tâche principale des comités techniques est d'élaborer les Normes internationales. Les projets de Normes

Introduction
Les déclarations environnementales de Type III présentent des informations environnementales quantifiées
sur le cycle de vie d'un produit afin de permettre des comparaisons de produits remplissant la même fonction.
Ces déclarations sont
⎯ fournies par un ou plusieurs organismes,
⎯ fondées sur une vérification indépendante des données d'analyse du cycle de vie (ACV), des données
d'analyse de l'inventaire du cycle de vie (ICV) ou des modules d'information conformément à la série de
normes ISO 14040 et, s'il y a lieu, des informations environnementales additionnelles,
⎯ élaborées avec des paramètres prédéterminés,
⎯ gérées par un développeur de programme, comme une société ou un groupe de sociétés, un secteur
industriel ou une association professionnelle, des pouvoirs publics ou des organismes gouvernementaux,
ou encore un organisme scientifique indépendant ou autre.
Les déclarations environnementales de Type III décrites dans la présente Norme internationale sont
principalement destinées à un usage interentreprises mais leur utilisation pour la communication entre une
entreprise et des particuliers n'est pas exclue. Il est reconnu qu'un développeur de déclaration
environnementale de Type III ne peut pas précisément déterminer le public visé. Cependant, il est important
de considérer les besoins en informations de différents groupes d'acheteurs ou d'utilisateurs, par exemple, les
grandes entreprises, les petites et moyennes entreprises (PME), les autorités adjudicatrices des marchés
publics et les consommateurs. Lors de la réalisation d'une déclaration environnementale de Type III ou d'un
programme reposant sur la présente Norme internationale, les personnes responsables devront prêter
attention au niveau de la sensibilisation du public visé.
Lors de la mise en place d'un programme reposant sur la présente Norme internationale, l'organisme
effectuant la déclaration devra s'assurer que les données sont vérifiées de manière indépendante, que ce soit
en interne ou en externe. Cela peut signifier, mais pas nécessairement, la vérification par une tierce partie,
sauf dans le cas des déclarations entre une entreprise et des particuliers. L'ISO fournit une définition générale
de la «certification» (procédure par laquelle une tierce partie donne une assurance écrite qu'un produit ou un
processus est conforme aux exigences spécifiées). Néanmoins, la «certification» est comprise et mise en
œuvre différemment selon les régions. Pour éviter toute confusion, la présente Norme internationale emploie
l'expression «vérification par une tierce partie» à la place de l'expression «certification».
Il convient d'encourager l'harmonisation des instructions générales de programme et notamment des règles
de définition des catégories de produit (PCR) entre les programmes pour répondre au principe de
comparabilité. Il est recommandé d'y inclure la reconnaissance mutuelle des règles en fonction du
développement des PCR, de la revue des PCR et des procédures de vérification, des procédures
administratives et du format de la déclaration. Afin de garantir la comparabilité, les développeurs de
programme sont encouragés à collaborer afin d'harmoniser les programmes et d'élaborer des accords de
reconnaissance mutuelle.
NOTE Dans la pratique du développement de déclarations environnementales de Type III, les programmes et leurs
déclarations font appel à différentes appellations, telles que éco-fiche, éco-profil, déclaration environnementale de produit
(DEP) et profil environnemental.

ISO (la Organización Internacional de Normalización) es una federación mundial de organismos
nacionales de normalización (organismos miembros de ISO). El trabajo de preparación de las Normas
Internacionales normalmente se realiza a través de los comités técnicos de ISO. Cada organismo miembro
interesado en una materia para la cual se haya establecido un comité técnico, tiene el derecho de estar
representado en dicho comité. Las organizaciones internacionales, públicas y privadas, en coordinación
con ISO, también participan en el trabajo. ISO colabora estrechamente con la Comisión Electrotécnica

Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией национальных
организаций по стандартизации (комитетов-членов ISO). Разработка международных стандартов
обычно осуществляется техническими комитетами ISO. Каждый комитет-член, заинтересованный в
деятельности, для которой был создан технический комитет, имеет право быть представленным в этом
комитете. Международные организации, правительственные и неправительственные, имеющие связи
с ISO, также принимают участие в работах. Что касается стандартизации в области электротехники, то
ISO работает в тесном сотрудничестве с Международной электротехнической комиссией (IEC).
Проекты международных стандартов разрабатываются в соответствии с правилами Директив ISO/IEC,

Основной задачей технических комитетов является разработка международных стандартов. Проекты
международных стандартов, принятые техническими комитетами, рассылаются комитетам-членам на
голосование. Для опубликования их в качестве международного стандарта требуется одобрение не
менее 75 % комитетов-членов, принимающих участие в голосовании.
Следует иметь в виду, что некоторые элементы настоящего международного стандарта могут быть
объектом патентных прав. Международная организация по стандартизации не может нести
ответственность за идентификацию какого-либо одного или всех патентных прав.
Международный стандарт ISO 14025 подготовлен Техническим комитетом ISO/TC 207, Экологический
менеджмент, Подкомитетом SC 3, Экологическая маркировка.
Это первое издание ISO 14025 отменяет и замещает ISO/TR 14025:2000, которое технически
пересмотрено.

Введение
Экологические декларации типа III дают количественную экологическую информацию о жизненном
цикле продукта, чтобы обеспечить возможность сравнения между продуктами, выполняющими одну и
ту же функцию. Такие декларации
⎯ предоставляются одной или несколькими организациями,
⎯ делаются на основе независимо проверенных данных оценки жизненного цикла (LCA), данных
анализа запаса жизненного цикла (LCI) или информации в соответствии с требованиями
стандартов серии ISO 14040 и дополнительной экологической информации, имеющей отношение к
упомянутым выше данным,
⎯ разрабатываются с использованием предварительно установленных параметров, и
⎯ подчиняются требованиями администрации программного оператора, например, компании или
группы компаний, промышленной отрасли или торговой ассоциации, органов государственной
власти или учреждений, независимого научного института или другой организации.
Экологические декларации типа III, как они характеризуются в настоящем международном стандарте,
предназначаются главным образом для обмена информацией между предпринимателями, но ничто не
мешает их использованию для передачи информации от бизнеса к потребителю. Признается, что
разработчик экологической декларации типа III не может точно установить круг потребителей его
информации. Однако важно принимать во внимание информационные потребности разного
покупателя или пользовательских групп, например, крупного бизнеса, малых и средних предприятий,
государственных закупочных организаций и потребителей. Специалистам, отвечающим за разработку
экологических деклараций типа III и программ на основе настоящего международного стандарта,
необходимо обращать должное внимание на осведомленность публики, для которой декларируется
целевая информация или программа.
В программах на основе настоящего международного стандарта от организации – заявителя требуется
гарантия, что декларируемые данные проходят независимую проверку внутренними или внешними
органами контроля. Здесь можно было бы иметь в виду проверку деклараций экспертами третьей
стороны, но это положение не является обязательным, за исключением деклараций от бизнеса к
потребителю. Международная организация по стандартизации дает общее определение
“сертификации” (процедуры, с помощью которой третья сторона дает письменную гарантию в том, что
продукт или процесс соответствует заданным требованиям). Тем не менее, “сертификация” трактуется
и осуществляется по-разному в различных регионах. Чтобы избежать путаницы, в настоящем
международном стандарте вместо “сертификации” используется термин “проверка третьей стороной”.
Гармонизация инструкций общей программы и, в частности, правил категории продуктов (product
category rules)(PCR), поддерживается между программами, чтобы удовлетворять принцип сравнимости.
Сюда входит взаимное признание правил в отношении разработки, обзора PCR, проверочных и
управленческих процедур и формата декларации. Чтобы обеспечить сравнимость, рекомендуется
совместная работа программных операторов в целях достижения гармонизации программ и
разработки взаимоприемлемых соглашений.
ПРИМЕЧАНИЕ В ходе практической разработки экологических деклараций типа III даются разные названия
программам или их декларациям, например, Эко-Лист (Eco-Leaf), эко-профиль, экологическая декларация
продукта, декларация экологического продукта (environmental product declaration) (EPD) и экологический профиль.

1 Область применения
Настоящий международный стандарт устанавливает принципы и задает процедуры для разработки
программ экологических деклараций и определенных экологических деклараций типа III. Он
специально определяет применение стандарта ISO 14040 к разработке программ и самих
экологических деклараций типа III.
Настоящий международный стандарт устанавливает принципы для использования экологической
информации в дополнение к общим принципам в ISO 14020.
Экологические декларации типа III, как они характеризуются в настоящем международном стандарте,
предназначаются главным образом для обмена информацией между предпринимателями, но их
использование для связи между бизнесом и потребителем не ограничивается в определенных
условиях.
Настоящий международный стандарт не попирает или каким-либо образом изменяет официальную
экологическую информацию, притязания или нанесение этикеток или любые другие приемлемые
законные требования.
