The attention of the user should be drawn to national safety and environmental regulations or other
regulations that apply when installing thermoplastics tanks, and the suitability of fuels to be stored therein.

1 Scope
This European Standard specifies the requirements for materials (thermoplastics or steel), physical properties
and performance of secondary containments used with specific thermoplastics static tanks complying with
EN 13341.
This document is designed to be read with EN 13341.
This European Standard does not consider the consequences of wind or snow loading which is considered to
be an installation issue.

3 Terms and definitions
For the purposes of this European Standard, the terms and definitions given in EN 13341 and the following
apply.
3.1
secondary containment
container which is designed to prevent leakage from a tank entering the environment and which can enable
the detection of leakage
3.2
recycled compound
homogenous mixture of reprocessed polymers from tanks according to EN 13341 and secondary
containments as specified in this document and additives, i.e. anti-oxidants, pigments, UV stabilisers and
others, at a dosage level necessary for the processing and life of product
3.3
regrind material
own material prepared from clean rejected unused tanks, including trimmings from the production of tanks that
will be processed in a manufacturer's plant after having been previously processed by the same manufacturer
3.4
lid
upper part of a secondary containment intended to prevent the ingress of water and deleterious material
3.5
cover
upper part of a secondary containment which contributes to the mechanical resistance of the whole and where
necessary the protection of all fittings connected to the primary tank and also to prevent the ingress of water
and deleterious material
4 Materials requirements
4.1 Thermoplastics
For secondary containments made of thermoplastics, raw materials and specimens shall be tested and fulfil
the requirements given in Table 1 of EN 13341:2005.
A recycled compound which fulfils the requirements according to Table 1 of EN 13341:2005 may be used for
manufacturing secondary containments.
The use of regrind material shall be permitted for manufacturing blow moulded secondary containments.
4.2 Steel
4.2.1 For secondary containments made of hot-dip zinc/zinc-aluminium coated steel sheets, the materials
shall be tested and fulfil the requirements according to Table 1.

4.2.2 For secondary containments made of steel sheets with coatings other than those of 4.2.1, the
materials shall be tested and fulfil the requirements according to Table 2.

4.3 Release of dangerous substances
Materials used in products shall not contain or release any dangerous substances in excess of the maximum
permitted levels specified in a relevant European Standard for the material or permitted in the national
regulations of the country of destination.
4.4 Reaction to fire
4.4.1 Requirements
This characteristic shall be declared when subject to regulatory requirements, and may be declared otherwise.
The reaction to fire of products shall be determined and declared according to the provisions of 4.4.2 or 4.4.3.
For tanks with secondary containment, the reaction to fire classification of the tank alone shall be presented
together with the classification of the secondary containment alone.
4.4.2 Thermoplastics secondary containments
Secondary containments made from thermopplastics may either be declared as Class F without the need for
testing or the material shall be tested and classified according to EN 13501-1, mounted and tested in
conditions representative of the product’s intended use.
4.4.3 Steel secondary containments
Steel secondary coontainments shall be classified according to 4.4.2.1 or 4.4.2.2.
4.4.2.1 Secondary containments made from hot dip zinc/zinc-aluminium coated steel sheets may be
declared as Class A1 without testing. Steel coated with any coating system, where the coating system
contains ≤ 1,0 % by weight or volume (whichever is the more onerous) of homogeneously distributed organic
material, or has a gross calorific potential (PCS) ≤ 2,0 MJ/kg when tested according to EN ISO 1716, may also
be declared Class A1.
4.4.2.2 Secondary containments made from steel with coatings other than in 4.4.2.1 shall be tested and
classified according to the following:
for coating systems with a PCS ≤ 2,0 MJ/kg when tested according to EN ISO 1716, the product may be
classified A1,

for coating systems with a PCS ≤ 2,0 MJ/m , the product may be classified A1 provided that the coating
system, when tested according to EN 13823 as below, meets the requirements for this class given in
EN 13501-1,
for coating systems with a PCS > 2,0 MJ/kg and ≤ 4,0 MJ/m when tested according to EN ISO 1716, the
complete coating system shall be tested according to EN 13823 on either the calcium silicate or fibre
cement substrates given in EN 13238. If the coating system meets the requirements of Class A2, the
product shall also be classified Class A2 with appropriate smoke and droplets sub-classification,
for any coating system other than those mentioned above, the coating shall be tested as described above
against the requirements of classes lower than A2 and the product shall be given the same class as the
coating system.
As an alternative to the above requirements, the coated product itself shall be tested and the classification
requirements of EN 13501-1 shall apply. For tests according to EN 13823, the product shall be mounted and
fixed in a manner representative of its intended end use.
Results obtained for a coating system included an organic layer apply to any other coating system containing
the same composition as the system tested but having less organic material and, therefore, a PCS which is
less than that tested. The PCS of the organic coating may be derived by calculation.
4.5 Electrostatic behaviour
Electrostatic behaviour is not a characteristic of the secondary containment or the material of the secondary
containment but a phenomenon resulting from some storage media and the filling procedure. Manufacturers
shall provide durable notices on all sizes of tanks with appropriate wording drawing the user's attention to
filling procedures according to CLC/TR 50404 for flammable liquids with a flash point < 55 °C.
5 Design
5.1 Support
The manufacturer shall provide instructions for appropriate secondary containment support.
5.2 Venting
The secondary containment shall not influence the venting of the tank.
5.3 Suction/outlet system
Secondary containments shall be equipped with openings permitting the safe and reliable connection of
withdrawal systems. All fittings shall be of known corrosion resistance to the liquids they are designed to come
in contact with.
5.4 Drainage
It shall be possible to drain any liquid from the secondary containment from above the minimum capacity level
of the secondary containment.
5.5 Inspection facilities
Where necessary, facilities for inspection of the tank/tank content shall be designed so that they shall not
affect the performance of the secondary containment.

5.6 Minimum capacity
The minimum capacity of the secondary containment shall be defined by the type as follows:
Type 1: the secondary containment shall be able to contain the maximum filling capacity of the inner tank;
Type 2: the secondary containment shall be able to contain 110 % of the brimful capacity of the inner tank.
5.7 Identification of leakage
Leakage shall be visible through the translucent walls of the secondary containment. Otherwise an optical or
acoustic leak detection device according to EN 13160-4 is required.
5.8 Lid or cover of the secondary containment
All secondary containments declared for installation outdoors shall be fitted with a lid or cover which shall be
designed and manufactured to prevent the ingress of water and/or deleterious material.

6 Secondary containment requirements
6.1 Thermoplastics secondary containments
Secondary containments made of thermoplastics shall be tested and fulfil the requirements according to
Table 3.

Impact resistance The assembly, tank and secondary containment, shall remain leak tight. A.7

6.2 Steel secondary containments
Secondary containments made of steel shall be tested and fulfil the requirements according to Table 4.

– 0,7 mm for the cover of the secondary containment.
Minimum capacity The minimum capacity of the secondary containment shall be of Type 1 or 2, A.3
as declared by the manufacturer.
Resistance of The variation of the tensile strength shall not exceed 50 % of the initial value A.4
sealing material to oil after each duration of immersion.
Resistance to salt After 350 h, the corrosion area shall not exceed 5 % of total external surface A.5

Deformation After 500 h, the deformation shall not exceed 250 mm on each face of the A.6

7 Evaluation of conformity
7.1 General
The compliance of secondary containments with the requirements of this document and with the stated values
(including classes) shall be demonstrated by:
initial type testing (ITT);
factory production control (FPC) by the manufacturer, including product assessment.
For the purposes of testing, secondary containments may be grouped into families, where the results from
testing any one secondary containment are considered to be representative for all other secondary
containments within the same family.

NOTE Secondary containments can be grouped in different families for different characteristics.
7.2 Initial type testing
7.2.1 Testing
Initial type testing (ITT) shall be performed to demonstrate conformity with this document, for all product
families.
The most critical secondary containment within the family for the selected property shall be selected for ITT.
Tests previously performed in accordance with the provisions of this document (same product, same
characteristic(s), test method, sampling procedure, system of attestation of conformity, etc.) may be taken into
account.
All characteristics in Clauses 4 and 6 shall be subject to ITT, with the exception of "release of dangerous
substances" which may be assessed indirectly by controlling the content of the substance concerned.
Whenever one of the following changes occur, the type tests shall be repeated (see Table 5).
i) when the process parameters are altered in such a way as to affect type test
performance;
ii) when the manufacturer changes the base polymer grade used (for plastics secondary
containments);
iii) when the manufacturer changes the steel used (for steel secondary containments).
iv) when changes are made in the dimensions of wall thickness, height, diameter, length,
width or configuration for any one secondary containment capacity.
7.2.2 Sampling
A minimum of three samples for ITT shall be randomly selected from the production batch.
Test methods given in Annexe A which shall be used for ITT, are specified in Table 5.

7.3 Factory production control (FPC)
7.3.1 General
The manufacturer shall establish, document and maintain an FPC system to ensure that the products placed
on the market conform to the stated performance characteristics. The FPC system shall consist of procedures,
regular inspections and tests and/or assessments and the use of the results to control raw and other incoming
materials or components, equipment, the production process and the product.

The tests listed in Table 6 shall be used to determine that satisfactory conformity is maintained during
production and records should also be maintained within a factory production control system. The
documentation regarding the factory production control shall be kept for at least 10 years.

certifies that the material supplied is in compliance with the melt flow rate as specified in an agreed supply specification.
An FPC system conforming to the requirements of EN ISO 9001, and made specific to the requirements of
this document, is considered to satisfy the above requirements.
The results of inspections, tests or assessments requiring action shall be recorded, as shall any action taken.
The action to be taken when control values or criteria are not met shall be recorded and retained for the period
specified in the manufacturer’s FPC procedures.

7.3.2 Equipment
7.3.2.1 Testing equipment
All weighing, measuring and testing equipment shall be calibrated and regularly inspected according to
documented procedures, frequencies and criteria.
7.3.2.2 Manufacturing equipment
All equipment used in the manufacturing process shall be regularly inspected and maintained to ensure use,
wear or failure does not cause inconsistency in the manufacturing process. Inspections and maintenance shall
be carried out and recorded in accordance with the manufacturer’s written procedures and the records
retained for the period defined in the manufacturer's FPC procedures.
7.3.3 Raw materials and components
The specifications of all incoming raw materials and components shall be documented, as shall the inspection
scheme for ensuring their conformity.
7.3.4 Non-conforming products
The manufacturer shall have written procedures which specify how non-conforming products shall be dealt
with. Any such events shall be recorded as they occur and these records shall be kept for the period defined
in the manufacturer’s written procedures.
7.3.5 Process control
In order to ensure conformity subsequent to initial type testing a factory production control shall meet at least
the following:
production testing according to Table 3 to confirm the conformity of the product to the performance of the
type tested sample;
records of the results of production control (manufacturer’s records) which shall include at least the
following:
identification of the product tested;
dates of sampling;
test methods applied;
test and inspection results;
date of tests;
identification of the responsible authority within the manufacturer;
calibration records;
machinery maintenance and inspection records;
test equipment maintenance and inspection records.

7.3.6 Continuous surveillance
Routine inspections shall include the following:
manufacturing records;
production testing according to Table 3 which confirm the conformity of product in the course of the
normal production process to the performance of the type tested sample;
test records;
remedial actions for any non-conformities found;
extraordinary inspections to verify implementation of the necessary remedial actions, if any major non-
conformities were found.
NOTE The timing of the extraordinary inspection should be determined according to the nature of the non-
conformities which are to be remedied.
8 Marking, transport and handling of secondary containment
8.1 Marking
8.1.1 Assemblies of tanks with secondary containment
The following information shall be marked legibly, visibly and durably on the secondary containment:
a) description of product;
b) type of fuel;
c) standards complied with ( EN XXXXX,/EN 13341);
d) identification of manufacturer;
e) month and year of manufacture;
f) maximum filling capacity of inner tank;
g) serial number;
h) type of secondary containment (type 1 or type 2);
i) reaction to fire (class F/class A);
j) performance against heat effects;
k) permitted location (internal/external).

8.1.2 Secondary containments
The following information shall be marked legibly, visibly and durably on the secondary containment:
a) description of product;
b) EN XXXXX,;
c) identification of manufacturer;
d) month and year of manufacture;
e) identification reference of inner tank for use with this secondary containment;
f) serial number;
g) type of secondary containment (type 1 or type 2);
h) reaction to fire (class F/class A);
i) performance against heat effects;
j) permitted location (internal/external).
8.2 Transport and handling
The manufacturer’s instructions and national requirements regarding transportation, storage, mounting and
maintenance shall be adhered to.

Test methods for determination of secondary containment
characteristics
A.1 Visual appearance
The visual inspection shall be carried out with suitable illumination in order to detect faults according to Table
3 or 4, as applicable.
The marking in accordance with Clause 8 shall be checked.
A.2 Wall thickness of secondary containment made of steel
The wall thickness shall be determined and rounded to the nearest 0,1 mm by means of a micrometer gauge
according to ISO 3611.
A.3 Minimum capacity
The tank, put in the secondary containment, shall be conditioned at (20 ± 5) °C for 48 h and then be filled
brimful at a rate of (150 ± 40) l/min with water at (15 ± 5) °C.
The brimful volume (V ) shall be measured.

The tank shall then be pierced in such manner that the liquid levels into the tank and the secondary
containment could counterbalance each other.
For a secondary containment of type 1, there shall be no overflow from the secondary containment.
For a secondary containment of type 2, a complementary filling with 10 % of V shall be added. There shall be

no overflow from the secondary containment.
NOTE This test may be carried out concurrently with A.6 and A.10.
A.4 Resistance of sealing material to oil
The test shall be carried out in accordance with ISO 1817:1999 by using test liquid F defined in Table A.1 of
ISO 1817:1999.
The resistance to the test liquid shall be evaluated by the determination of the variation of the tensile strength
of the sealing material after immersion.
The temperature of the test liquid shall be (23 ± 2) °C.
The tensile strength shall be evaluated 72 h, 7 days and 14 days after the immersion of the specimen in the
test liquid.

A.5 Resistance to salt spray
A.5.1 Test specimens
Where relevant, four test specimens, 200 mm x 150 mm, shall be taken from the secondary containment at
different places as follows:
k) a flat area without any assembly;
l) a area including lock-seam forming, welds or any other technique used for the assembly of the secondary
containment. The maximum surface area of type lock-seam forming/weld capable to be included in the
test specimen shall be taken from.
m) a flat area including a drawing. The maximum surface area of type drawing capable to be included in the
test specimen shall be taken from. If there is no drawing, the test specimen shall be taken from a flat area.
n) a flat area including a bending. The maximum surface area of type bending capable to be included in the
test specimen shall be taken from. If there is no bending, the test specimen shall be taken from a flat area.
A.5.2 Procedure
Testing shall be carried out according to EN ISO 9227 with the test parameters as given in Table A.1.
