Abstract

The present document, TIPHON Quality of Service (QoS) Management, specifies procedures for the monitoring of end-to-end QoS performance within and between TIPHON domains in a multi-media environment. This includes the monitoring of firewall devices in a secure manner. Annexe A to the present document specifies the TIPHON meta-protocols and object definitions required by these performance monitoring procedures. Additional annexes to the present document define profiles for mapping a number of existing candidate protocols to the specified TIPHON meta-protocols.

Overview

SIST-TS TS 102 024-4 V4.1.1:2004 defines essential procedures for the management and monitoring of end-to-end Quality of Service (QoS) within TIPHON (Telecommunications and Internet Protocol Harmonization Over Networks) systems. As part of TIPHON Release 4, this standard establishes the management framework required to ensure consistent QoS across multi-media communicative environments-which often bridge disparate network domains including both traditional switched circuit and IP-based networks.

Effective QoS management is increasingly critical for ensuring robust telephony, VoIP, and multimedia services, as these rely on reliable end-to-end quality that meets user and provider expectations. This standard covers everything from transmission planning to ongoing maintenance and secure monitoring, including firewall device integration.

Key Topics

1. QoS Management Procedures

  • Transmission Planning: Focuses on the design and dimensioning of TIPHON networks to support expected traffic volume, using E-model calculations to evaluate the impact of transmission parameters on speech quality.
  • Maintenance: Emphasizes the need to monitor equipment and configuration changes regularly, ensuring that all parameters affecting QoS can be reset or logged for troubleshooting.
  • Monitoring and Verification: Continuous real-time or near-real-time monitoring is vital to maintain target QoS levels and customer satisfaction. Performance parameters must be accessible and verifiable.
  • Capacity Planning: Networks must be properly sized to expected workloads, with clearly defined Service Level Agreements (SLAs) specifying how excess traffic and QoS guarantees are managed between domains.
  • Routing Table Management: Management of routing tables includes QoS as an attribute, enabling dynamic adaptation based on traffic demand, origin, destination, cost, and requested quality.
  • Traffic Management: Involves real-time network monitoring, congestion alarms, and dynamic routing updates to maintain desired QoS levels.
  • Performance Monitoring: Tracks key QoS parameters such as packet loss and delay, providing data necessary for SLA enforcement and network optimization.

2. Security Considerations

  • The standard emphasizes secure monitoring, particularly where firewall devices are involved, to protect network integrity while gathering necessary QoS information.

3. TIPHON Meta-protocols and Object Definitions

  • Annex A of the document specifies the meta-protocols and objects used for performance monitoring, while further annexes address protocol mappings.

Applications

Implementing SIST-TS TS 102 024-4 V4.1.1:2004 delivers clear benefits across real-world telecommunication environments:

  • Service Providers: Enables assurance of end-to-end speech quality for VOIP and multimedia across managed IP and traditional networks, crucial for customer retention and competitive differentiation.
  • Network Operators: Facilitates robust SLA management with customers and interconnected networks. Detailed QoS monitoring allows for proactive maintenance and problem resolution.
  • Multi-media Systems: Ensures consistent audio and video transmission quality across diverse infrastructure, critical in enterprise and consumer streaming or conferencing services.
  • Firewall and Security Management: Ensures that security measures integrating firewalls are compatible with QoS monitoring requirements, maintaining both service quality and network protection.

Related Standards

Relevant related standards and references from the document include:

  • ETSI TS 101 303: General principles and frameworks for TIPHON network management.
  • ETSI EN 300 292: Specifies routing management structures in telecommunications management networks.
  • ITU-T E.416 and E.417: Network management for B-ISDN and IP-based networks.
  • ITU-T G.107: E-model for transmission planning.
  • Other TIPHON Standards: Cover speech quality classification, control procedures, and specific measurement methodologies.

By aligning with SIST-TS TS 102 024-4 V4.1.1:2004, organizations can ensure their multimedia and telephony services provide dependable, high-quality communication in complex, interconnected network environments.
