Overview
SIST EN 300 019-1-4 V2.1.1:2006 is a key European standard in environmental engineering, specifying the classification of environmental conditions and tests for telecommunications equipment used in stationary applications at non-weatherprotected locations. Developed by the Slovenian Institute for Standardization (SIST) in alignment with ETSI standards, it identifies environmental classes and severity levels that telecommunications equipment may encounter outside traditional, sheltered environments.
This standard is essential for designing, manufacturing, and deploying telecom and electronic devices that must function reliably despite exposure to harsh outdoor conditions such as direct sunlight, precipitation, temperature extremes, dust, vibrations, and chemical agents. It serves as a guideline for testing and qualifying equipment where environmental risks are significant and aims to ensure resilient and long-lasting telecommunications infrastructure.
Key Topics
Environmental Classification
Defines distinct classes for stationary equipment at non-weatherprotected sites, considering general European climates (Class 4.1, 4.1E) and global extremes (Class 4.2L - extremely cold, Class 4.2H - extremely warm/dry).Climatic and Environmental Parameters
Specifies criteria like air temperature, humidity, rain and precipitation, solar radiation, air pressure, and wind speed. Particular attention is given to conditions likely to impact performance and component longevity.Biological and Chemical Influences
Considers the risk of damage or malfunction due to mould, fungi, rodents, and the presence of chemically active substances such as salt, sulphur dioxide, chlorine, and ammonia.Mechanical Stresses
Covers mechanically active substances (sand, dust) and mechanical influences, including vibration, shock, and seismic (earthquake) events, reflecting real-life deployment hazards.Test Severities and Probabilities
Environmental severities defined in the standard are those that are unlikely to be exceeded (probability less than 1%), supporting robust equipment lifecycle expectations.
Applications
The guidelines and classifications in SIST EN 300 019-1-4 are widely used in the telecommunications industry and related fields, particularly where equipment is deployed:
- On rooftops, towers, and masts
- In remote or rural outdoor sites
- On external walls of buildings
- In semi-exposed industrial compounds
- Near coastal and urban environments with increased risks of corrosion, pollution, or biological attack
Practical value includes:
- Enabling producers to design and test robust telecom devices that withstand environmental extremes
- Supporting operators in specifying equipment for outdoor deployment that meets regulatory and operational reliability standards
- Allowing infrastructure planners to assess potential risks for future-proof installations
Equipment covered includes base stations, repeaters, outdoor routers, remote monitoring sensors, and ancillary power or networking devices not protected by a full enclosure.
Related Standards
For comprehensive environmental testing and classification, reference to adjacent and supporting standards is critical:
- IEC 60721-3-4: Reference for classification of environmental conditions-stationary equipment at non-weatherprotected locations
- IEC 60068-2-27: Covers environmental testing methods, particularly concerning shock
- IEC 60721-2-4: Focuses on natural environmental conditions like solar radiation and temperature
- ETSI EN 300 019-1-3: Classification for stationary use at weatherprotected locations
- ETSI EN 300 019-2-4: Specifies test procedures for non-weatherprotected locations, directly linked to this standard
Aligning with these standards helps ensure legal compliance, technical interoperability, and product reliability, enhancing the durability of telecommunications equipment in demanding environments.

3 Definitions
For the purposes of the present document, the following terms and definitions apply:
absolute humidity: mass of water vapour in grammes which is associated with one cubic metre of dry air in an
air/water vapour mixture
non-weatherprotected location: location at which the equipment is not protected from direct weather influences
relative humidity: ratio of the partial pressure of the water vapour in moist air at a given temperature, to the partial
pressure of the water vapour in saturated air at the same temperature
stationary use: The equipment is mounted firmly on the structure, or on mounting devices, or it is permanently placed
at a certain site. It is not intended for portable use - but short periods of handling during erection works, down time,
maintenance and repair at the location are included.
4 Environmental classes
The classes shown in parentheses, e.g. (4C3), may be selected for special applications.
These classes apply to a non-weatherprotected location.
These classes apply to locations:
- which are directly exposed to an open-air climate, including solar radiation, movement of the surrounding air,
precipitation and water jets; splashing water;
- where mould growth, or attacks by animals but excluding termites, may occur;
- with normal levels of contaminants experienced in urban areas with industrial activities scattered over the
whole area and/or with heavy traffic. It also applies to coastal areas;
NOTE 1: At locations in the immediate neighbourhood of industrial sources with chemical emissions either special
precautions must be taken or a special chemical class must be chosen.
- in areas with sand or dust sources, including urban areas;
NOTE 2: At locations in geographical areas with wind-driven sand or dust in air special precautions must be taken
or a special class for mechanically active substances must be chosen.
- where transmitted vibrations are experienced from machines or passing vehicles. Higher level shocks may be
experienced e.g. from adjacent machines.
NOTE 3: More severe mechanical conditions are to be expected for equipment intended for public use. Special
requirements should be stated for such equipment, e.g. protection against vandalism.
If earthquake conditions can be expected, the conditions stated in clause 5.6 apply.
Two groups of classes are considered:
- Classes 4.1 and 4.1E apply to general climatic conditions - applies to climatic conditions in most of Europe.
- Classes 4.2L and 4.2H apply to extreme climatic conditions. These classes should be considered
