Overview
SIST ETS 300 816 E1:2003 specifies the service description for the Handover Additional Network Feature (ANF-CTH) in the context of a Private Integrated Services Network (PISN) supporting Cordless Terminal Mobility (CTM). Developed by the Slovenian Institute for Standardization (SIST) and harmonized with ETSI standards, this standard provides a stage 1 (user perspective) specification that describes how a CTM user can maintain an ongoing call while moving between overlapping location areas served by different Fixed Radio Parts (FRPs) connected to the same Private Integrated Network eXchange (PINX). Its primary focus is to ensure seamless mobility and continuity of service within the private network.
This standard is critical for stakeholders working on the implementation and operation of private business telephone networks that support cordless terminal movement and require reliable handover functionality.
Key Topics
- Cordless Terminal Mobility (CTM): Facilitates wireless communication for users within a PISN, allowing them to move freely within the coverage area without dropping ongoing calls.
- Handover Additional Network Feature (ANF-CTH): Enables the continuation of established voice or data sessions as a mobile user transitions between overlapping radio areas within the same visited area.
- Service Description (Stage 1): Details the high-level requirements and behaviours from a user's perspective, providing guidance for subsequent technical specifications.
- Call Continuity: Emphasizes minimal disruption during handover and addresses security and authentication considerations.
- Interaction with Supplementary Services: Outlines how ANF-CTH works alongside other network features like call completion, call transfer, authentication, location handling, and various identification services.
- Applicability: Specifies that ANF-CTH is relevant to all basic telecommunication services where temporary brief interruptions during handover can be tolerated.
Applications
The ANF-CTH as described in SIST ETS 300 816 E1:2003 is essential in environments where reliable mobility within private communication networks enhances productivity and user satisfaction. Practical contexts include:
- Business Campuses and Corporate Offices: Supports employees using cordless terminals to move across buildings or floors without losing call connectivity.
- Industrial and Healthcare Facilities: Maintains communications for staff in dynamic, mobile roles where constant movement is required.
- Private Telecommunication Networks: Enables organizations to deploy advanced mobility features within their own secure networks, facilitating seamless user experiences without depending on external operators.
- Unified Communications Solutions: Forms a foundational network feature for vendors building advanced PBX and UC systems that integrate voice, data, and mobility requirements.
- Security and Authentication: Ensures robust access and secure session continuation during mobility handovers, essential for industries with strict compliance needs.
Related Standards
Implementation and alignment with SIST ETS 300 816 E1:2003 should consider the following related standards and specifications:
- ETS 300 171: Specifications, functional model, and information flows for PTN circuit-mode basic services.
- ETS 300 415: Terminology and definitions for Private Integrated Services Networks.
- CCITT Recommendation I.210: Principles for describing telecommunication services supported by ISDN.
- ENV 41005: General methodology for developing network feature specifications.
- Other relevant supplementary services and ANFs: Including but not limited to SS-CLIP, SS-COLP, SS-CLIR (number identification), SS-CT (call transfer), SS-DND (do not disturb), ANF-PR (path replacement), and authentication-related services.
SIST ETS 300 816 E1:2003 provides a user-oriented foundation for the successful implementation of CTM handover, enhancing the practical utility and interoperability of private telecommunication networks. This standard is vital for organizations seeking robust, standards-based mobility in their internal communication systems.

Page 7ETS 300 816: February 19981ScopeThis European Telecommunications Standard (ETS) describes the stage 1 of the Cordless TerminalHandover Additional Network Feature (ANF-CTH) for a Private Integrated Services Network (PISN). Stageone is an overall service description from the user's point of view, but does not deal with the details of thehuman interface itself.ANF-CTH is an additional network feature that enables a Cordless Terminal Mobility (CTM) user tomaintain a call while moving between overlapping location areas belonging to the same visitor area.Service specifications are produced in three stages according to the method described in ENV 41005 [1].This ETS contains the stage 1 specification of the handover additional network feature. The purpose of the stage 1 specification is to guide and constrain the work at stage 2 and stage 3. Wherethe text indicates the status of a requirement (i.e. as strict command or prohibition or as authorizationleaving freedom as a capability or possibility) this shall be reflected in the text of the relevant stage 2 andstage 3 standards.Conformance to this ETS is met by conforming to the stage 3 standards with the field of applicationappropriate to the equipment being implemented. Therefore no method of testing is provided for this ETS.2Normative referencesThis ETS
