Abstract

The present document details requirements for miscellaneous racks and cabinets supplied unequipped. The miscellaneous racks/cabinets shall be used for housing telecommunication equipment forming part of a public telecommunication network installed either on the public telecommunication operators' sites or in the premises of operator's customers. The miscellaneous racks/cabinets shall be able to accommodate various equipments, e.g. subracks (see EN 300 119-4 [3]) and shall have provision for doors or covers. EN 300 119-1 [1] defines the meaning of rack or cabinet in the context of the present document.

Overview

SIST EN 300 119-3 V2.1.1:2006 sets forth standardized engineering requirements for miscellaneous racks and cabinets supplied unequipped, intended to house telecommunications equipment forming part of public telecommunication networks. Developed by the Slovenian Institute for Standardization (SIST), this European Standard ensures compatibility and efficiency for the installation and maintenance of equipment at both operator and customer premises. Its implementation aligns with best practices in environmental engineering (EE), equipment practice, and mechanical design for telecommunication infrastructure.

Key Topics

  • Scope and Purpose:
The standard applies to unequipped racks and cabinets, specifying dimensional, structural, and installation requirements to ensure safe and effective housing of a variety of telecommunications devices, such as subracks.

  • Dimensional Requirements:

    • Height: 2,200 mm (including covers and footings)
    • Width: 600 mm
    • Depth: 300 mm or 600 mm
These dimensions ensure racks and cabinets are compatible with standard telecommunication center layouts and can be installed in typical building passages.
  • Provisions for Equipment:

    • Accommodation for various telecommunications equipment and subracks, as defined in related standards
    • Facilities for doors or protective covers
    • Appropriate apertures and mounting points for cable routing and device installation
    • Adjustable feet to compensate for floor unevenness
  • Accessibility and Arrangement:

    • Front alignment of racks/cabinets in linear arrangements
    • Modular integration with racks/cabinets of different depths
    • Ensuring access for maintenance and installation, even with doors or covers open
  • Structural and Floor Loading:

    • Weight limits per unit floor area to prevent overloading
    • Support for static and dynamic loads associated with equipment and cabling
    • Guidance on point loading to comply with building safety
  • Cable Management:

    • Provisions for external cable access at both top and bottom
    • Clear minimum cable routing areas to support high-density installations
  • Transportation and Handling:

    • Maximum packed dimensions suitable for standard lifts, hallways, and doors (2,500 mm × 1,200 mm × 900 mm)

Applications

SIST EN 300 119-3 V2.1.1:2006 is crucial for:

  • Network Operators:
Ensuring equipment racks and cabinets in data centers or local exchanges meet harmonized European engineering standards, facilitating efficient upgrades and maintenance.

  • Telecommunications Equipment Manufacturers:
Designing products that are universally compatible and easily integrated into standard-compliant installations.

  • Site Engineers and Facility Managers:
Planning telecommunication rooms and customer premise facilities that optimize floor space, comply with safety requirements, and allow for future scalability.

  • Integration Projects:
Supporting deployments where telecommunication racks must coordinate with other building services, ensuring accessibility and structural integrity.

Related Standards

  • EN 300 119-1:
Introduction and terminology for equipment practice in environmental engineering.

  • EN 300 119-2:
Additional engineering requirements for standard racks and cabinets.

  • EN 300 119-4:
Detailed engineering requirements for subracks installed within racks and cabinets.

  • EN 300 119-5:
Guidelines for thermal management of telecommunications equipment in racks and cabinets.

  • IEC 60917-2-1:
Specifications for modular structures and interface coordination dimensions relevant to electronic equipment practice.

Adopting SIST EN 300 119-3 V2.1.1:2006 enhances interoperability, reliability, and safety in telecommunication infrastructure, facilitating consistent installation practices and future-proofing investments in equipment housing. For manufacturers, operators, and engineers, aligning with this standard is a key step toward achieving robust and scalable network environments.
