Overview

SIST ETS 300 646-3:1998 specifies the Test Suite Structure and Test Purposes (TSS&TP) for the application of the ISDN User Part (ISUP) version 2 at the ISDN-Public Land Mobile Network (PLMN) signalling interface. As an integral part of the European ISDN and mobile communication standardization, this document focuses on ensuring compatibility and validating the behaviour of nodes that implement the DE/SPS-6001-series for communications between ISDN and public land mobile networks. The standard, published by the Slovenian Institute for Standardization (SIST), aligns with the broader ETSI and ISO/IEC practices for signalling system conformance and interoperability testing.

Key Topics

  • ISUP Version 2 at ISDN-PLMN Interface
Defines the implementation and behaviour requirements for the ISDN User Part when connecting ISDN and PLMN via Signalling System No. 7 (SS7).

  • Test Suite Structure (TSS)
Specifies an organized approach for test case grouping through well-defined naming conventions and structures, ensuring comprehensive coverage of both basic call and supplementary services.

  • Test Purposes (TP)
Outlines objectives for individual conformance tests, guiding manufacturers and operators in validating system performance according to the protocol specification.

  • Focus on Interworking
Emphasizes the interworking between digital cellular systems (notably GSM Phase 2) and fixed ISDN networks, with special attention to signalling messages and supplementary services.

  • Supplementary Services Testing
Includes verification for Calling Line Identification Presentation (CLIP), Connected Line Identification Presentation (COLP), Completion of Calls to Busy Subscriber (CCBS), and Call Forwarding on mobile subscriber Not Reachable (CFNRc).

Applications

  • System Integration & Compatibility Validation
Telecommunications operators and equipment manufacturers use the TSS&TP specification to ensure that new or updated nodes/products correctly support ISUP v2 signalling for ISDN-PLMN interfaces, supporting reliable cross-network calls and services.

  • Conformance Testing
Test engineers reference the standardized test suite structure and test purposes to develop conformance test tools and procedures, enabling systematic validation before deployment.

  • Network Interoperability Assurance
By following this standard, organizations can ensure interoperability between existing ISDN networks and GSM/PLMN infrastructures, reducing operational issues and enhancing customer experience.

  • Regulatory and Procurement Compliance
The document serves as a reference specification for compliance in procurement, contractual agreements, and regulatory approval processes concerning telecommunications equipment for ISDN and mobile network junctions.

Related Standards

  • ETS 300 646-series

    • Part 1: Protocol specification (GSM 09.12)
    • Part 2: Protocol Implementation Conformance Statement (PICS) proforma specification
    • Part 4: Abstract Test Suite (ATS) and partial PIXIT proforma specification
  • ETS 300 356-series

    • ISUP Version 2 protocol for international interface, including basic services and supplementary services conformance specifications.
  • ISO/IEC 9646-1 and ISO/IEC 9646-2

    • Frameworks for conformance testing methodology and abstract test suite specification.

These standards collectively ensure harmonized integration and testing of ISDN and mobile (GSM/PLMN) signalling systems across Europe and internationally. Employing SIST ETS 300 646-3:1998 promotes robust interoperability and quality of service in modern digital telecommunications environments.

5 Test Purposes (TP)
5.1 Introduction
For each test requirement a TP is defined.
5.1.1 TP naming convention
TPs are numbered ascending within each group. Groups are organized according to the TSS down to the
last but one level. The classification in the V/I groups is done by the inclusion of V or I in the test case
name (see table 1).
