Safety requirements for electrical equipment for measurement, control and laboratory use -- Part 031: Safety requirements for hand-held probe assemblies for electrical measurement and test (IEC 61010-031:2015)

IEC 61010-031:2015 is available as IEC 61010-031:2015 RLV which contains the International Standard and its Redline version, showing  all changes of the technical content compared to the previous edition.
IEC 61010-031:2015 specifies safety requirements for hand-held and hand-manipulated probe assemblies of the types described below, and their related accessories. These probe assemblies are for direct electrical connection between a part      and  electrical test and measurement equipment. They may be fixed  to  the equipment or be detachable accessories for the equipment. It    has the  status of a group safety   publication in accordance with  IEC  GUIDE 104. IEC 61010-031 is a stand-alone standard. This second   edition cancels and  replaces the  first edition published in 2002  and Amendment 1:2008. This edition constitutes a technical revision.  This  edition includes the following significant changes from the first edition, as well as  numerous other changes:
a) Voltages above the levels of 30 V r.m.s., 42,4 V peak, or 60 V d.c. are deemed to be HAZARDOUS LIVE instead of 33 V r.m.s., 46,7 V peak, or 70 V d.c.
b) Servicing is now included within the scope.
c) Extended environmental conditions are included within the scope.
d) New terms have been defined.
e) Tests for REASONABLY FORESEEABLE MISUSE have been added, in particular for fuses.
f) Additional instruction requirements for probe assembly operation have been specified.
g) Limit values for ACCESSIBLE parts and for measurement of voltage and touch current have been modified.
h) SPACINGS requirements for mating of CONNECTORS have been modified.
i) PROBE TIPS and SPRING-LOADED CLIPS requirements have been modified. The PROTECTIVE FINGERGUARD replace the BARRIER with new requirements.
j) Insulation requirements (6.5) and test procedures (6.6.5) have been rewritten and aligned when relevant with Part 1. Specific requirements have been added for solid insulation and thin-film insulation.
k) The terminology for MEASUREMENT CATEGORY I has been replaced with the designation "not RATED for measurements within MEASUREMENT CATEGORIES II, III, or IV".
l) The flexing/pull test (6.7.4.3) has been partially rewritten.
m) Surface temperature limits (Clause 10) have been modified to conform to the limits of IEC Guide 117.
n) Requirements for resistance of PROBE WIRES to mechanical stresses have been added in Clause 12 and a new Annex D.
o) Requirements have been added regarding the prevention of HAZARD from arc flash and short-circuits for SPRING-LOADED CLIPS.
p) A new informative Annex E defines the dimension of the 4 mm banana CONNECTORS.

L'IEC 61010-031:2015 est disponible sous forme de IEC 61010-031:2015 RLV qui contient la Norme internationale et sa version Redline, illustrant les modifications du contenu technique depuis l'édition précédente.
L'IEC 61010-031:2015 spécifie les exigences de sécurité relatives aux sondes portatives et manipulées à la main correspondant aux types décrits ci-dessous, ainsi que leurs accessoires connexes. Ces sondes     équipées sont prévues pour  la connexion électrique directe  entre une partie et un  appareil de mesure et d'essai électrique. Elles peuvent être solidaires de l'appareil ou en être des accessoires détachables. Elle a le statut d'une publication groupée de sécurité conformément au Guide 104 de l'IEC. L'IEC 61010-031 est une norme autonome. Cette      deuxième édition annule et remplace la  première édition parue en  2002 et l'Amendement 1:2008. Cette édition constitue une révision technique.      Cette édition inclut les modifications techniques majeures suivantes par rapport à la première édition, ainsi que de nombreuses      autres modifications:
a) Les tensions au-dessus des niveaux de 30 V efficaces (eff), 42,4 V crête ou 60 V continu (c.c.) sont réputées être des tensions ACTIVES DANGEREUSES au lieu des tensions 33 V eff, 46,7 V crête, ou 70 V c.c.
b) L'entretien est désormais inclus dans le domaine d'application.
c) Des conditions d'environnement étendues sont incluses dans le domaine d'application.
d) De nouveaux termes ont été définis.
e) Des essais relatifs à un MAUVAIS USAGE RAISONNABLEMENT PREVISIBLE ont été ajoutés, en particulier pour les fusibles.
f) Des exigences complémentaires relatives aux instructions concernant l'exploitation des sondes équipées ont été spécifiées.
g) Des valeurs limites pour les parties ACCESSIBLES et pour la mesure de la tension et du courant de contact ont été modifiées.
h) Les exigences relatives aux ESPACEMENTS pour l'emboîtement des CONNECTEURS ont été modifiées.
i) Les exigences relatives aux POINTES DE TOUCHE et aux PINCES A RESSORT ont été modifiées. Le PROTEGE-DOIGTS remplace la BARRIERE avec de nouvelles exigences.
j) Les exigences relatives à l'isolation (6.5) et les procédures d'essai (6.6.5) ont été réécrites et alignées avec la Partie 1 lorsque c'est pertinent. Des exigences spécifiques ont été ajoutées pour l'isolation solide et l'isolation en couches minces.
k) La terminologie pour la CATEGORIE DE MESURE I a été remplacée par la dénomination "non ASSIGNEE pour les mesures en CATEGORIES DE MESURE II, III, ou IV".
l) L'essai de traction/flexion (6.7.4.3) a été partiellement réécrit.
m) Les limites de température de surface (Article 10) ont été modifiées pour se conformer aux limites du Guide 117 de l'IEC.
n) Des exigences relatives à la résistance des FILS DE SONDE aux contraintes mécaniques ont été ajoutées à l'Article 12 et à une nouvelle Annexe D.
o) Des exigences ajoutées se rapportent à la prévention du DANGER d'explosion due à un flash d'arc électrique et de courts-circuits pour les PINCES A RESSORT.
p) Une nouvelle Annexe E informative définit les dimensions des CONNECTEURS banane de 4 mm.

Ta del standarda IEC 61010 določa varnostne zahteve za spodaj navedene tipe ročnih in ročno vodenih sond ter pripadajočo dodatno opremo. Te sonde so namenjene neposredni električni povezavi med delom in električnimi preskušanji ter merilno opremo. Pritrdijo se lahko na opremo ali so odstranljivi dodatki za opremo.
a) Tip A: nizkonapetostne in visokonapetostne neslabilne sonde. Neslabilne sonde, ki so NAZNAČENE za neposredno povezavo na napetosti nad 30 V efektivne izmenične napetosti, 42,4 V vršne vrednosti ali 60 V enosmerne napetosti, vendar ne presegajo 63 kV. This clause of Part 1 is applicable, except as follows.
1.1.1 Equipment included in scope
Replacement:
This part of IEC 61010 specifies safety requirements and related verification tests for control equipment and/or their associated peripherals.
Some equipment examples are:
- programmable logic controller (PLC);
- programmable automation controller (PAC);
- distributed control systems (DCS);
- industrial PC (computers) and panel PC;
- programming and debugging tools (PADTs);
- displays and human-machine interfaces (HMI);
- any product performing the function of control equipment and/or their associated peripherals;
- positioners; and
- control equipment which have as their intended use the command and control of machines, automated manufacturing and industrial processes, e.g. discrete and continuous control.
Components of the above named equipment and in the scope of this standard are e.g.:
- (auxiliary) stand-alone power supplies;
- peripherals such as digital and analogue I/O,
- remote-I/O;
- industrial network equipment, embedded or standalone (e.g. switches, routers, wireless base station).
Control equipment and their associated peripherals are intended to be used in an industrial environment and may be provided as OPEN or ENCLOSED EQUIPMENT.
NOTE 1 Control equipment intended also for use in other environments or for other purposes (example: for use in building installations to control light or other electrical installations, or for use on cars, trains or ships) can have additional conformity requirements defined by the safety standard(s) for these applications. These requirements can involve as example: insulation, spacings and power restrictions.
NOTE 2 Computing devices and similar equipment within the scope of IEC 60950 (planned to be replaced by IEC 62368) and conforming to its requirements are considered to be suitable for use with control equipment within the scope of this standard. However, some of the requirements of IEC 60950 for resistance to moisture and liquids are less stringent than those in IEC 61010-1:2010, 5.4.4 second paragraph.
Control equipment covered in this standard is typically intended 237 for use in OVERVOLTAGE CATEGORY II (IEC 60664-1) in low-voltage installations, where the RATED equipment supply voltage does not exceed AC. 1 000 V r.m.s. (50/60 Hz), or DC 1 000 V.
Where control equipment is intended for installation to supply systems with overvoltage category III or IV, additional requirements are identified in Annex K.
The requirements of ISO/IEC Guide 51 and IEC Guide 104, as they relate to this part of IEC 61010, are incorporated herein.
1.1.2 Equipment excluded from scope
Replacement:
This standard does not deal with aspects of the overall automated system, e.g. a complete assembly line. Control equipment (e.g. DCS and PLC), their application program and their associated peripherals are considered as components (components in this context are items which perform no useful function by themselves) of an overall automated system.
Since control equipment (e.g. DCS and PLC) are component devices, safety considerations for the overall automated system including installation and application are beyond the scope of this standard. Refer to IEC 60364 series of standards or applicable national/local regulations for electrical installation and guidelines.
1.2.1 Aspects included in scope

The purpose of the requirements of this standard is to ensure that all HAZARDs to the OPERATOR, SERVICE PERSONNEL and the surrounding area are reduced to a tolerable level.
NOTE By using the terms "OPERATOR" and "SERVICE PERSONNEL" this standard considers the perception of HAZARDS depending on training and skills. Annex AA gives a general approach in this regard.

IEC 61010-031:2022 specifies safety requirements for hand-held and hand-manipulated probe assemblies for electrical test and measurement, and their related accessories. These probe assemblies are for non-contact or direct electrical connection between a part and electrical test and measurement equipment. They can be fixed to the equipment or be detachable accessories for the equipment.
It has the status of a group safety publication in accordance with IEC Guide 104.
This third edition cancels and replaces the second edition published in 2015, and Amendment 1:2018. IEC 61010-031 is a stand-alone standard. This edition includes the following significant technical changes with respect to the previous edition:


       
  1. the scope has been made succinct. General information from the scope of Edition 2 has been moved to a new Clause 4. Consequently, Clause 4 to Clause 8 of Edition 2 have been renumbered. Clause 9 of Edition 2 has been deleted;

  2. in Clause 2, normative references have been dated and new normative references have been added;

  3. in 3.1.4, the definition of probe tip has been modified;

- The scope has been reduced to hand-held multimeters. Voltmeters and clamp multimeters have been removed. They are addressed respectively by IEC 61010-2-030 and IEC 61010-2-032. The relevant definitions have been removed.
- Subclause 4.4.2.101 has been relocated into Clause 102.
- Clearances and creepage distances for wet locations and for measuring circuit terminals exceeding 1 000 V a.c. or 1 414 V d.c. have been specified.
- Subclause 14.101 related to "Circuits or components used as transient overvoltage limiting devices in measuring circuits used to measure mains" has been removed.
- References to IEC 61010-031 for probe assemblies and IEC 61010-2-032 for current sensors have been added.
- Requirements for protection against mains overvoltage measuring circuits have been added.
- Clause 102 has been rewritten.
- Requirements for measuring circuits from 1 000 V to 3 000 V have been added.
- An informative Annex CC about dimensions of 4-mm banana terminals has been added.
- A flowchart for insulation according to the type of circuit has been added in a new Annex DD.
