Overview
SIST-TS ETSI/TS 102 142 V1.1.1:2005 establishes the requirements for the Message transfer part 3 User Adaptation layer (M3UA) for transporting Signalling System No.7 (SS7) messages over IP networks using the Stream Control Transmission Protocol (SCTP). Developed within the framework of Services and Protocols for Advanced Networks (SPAN), this standard serves as a modified endorsement of IETF RFC 3332 (2002), with clarifications and constraints relevant to the European context. It aims to facilitate seamless interworking between traditional SS7 telecommunications networks and modern IP-based infrastructures by defining how MTP3 messages are reliably transported across IP networks.
Key Topics
- SS7 over IP (SIGTRAN): The standard provides detailed provisions for transporting SS7 MTP3 messages over IP networks, leveraging SIGTRAN protocols.
- M3UA Adaptation Layer: Precise requirements for the M3UA layer are specified, including roles of Application Servers (AS), Application Server Processes (ASP), and Signalling Gateways (SG).
- SCTP as Transport: SCTP is mandated as the underlying transport protocol for M3UA, providing reliable and sequenced delivery of signalling messages.
- Configuration Management: Dynamic configuration is not allowed; system configuration must be managed externally and not by the protocol itself.
- Error Handling and Congestion Management: The document outlines procedures for error reporting, handling of unsupported messages, and responses to network congestion.
- Message Distribution: Requirements for message routing and distribution to appropriate application servers, based on routing keys with at least point code granularity.
- Modifications to RFC 3332: Specific Slovenian and European adaptations, such as disallowing TCP for transport and mandating SCTP, limiting payload size, heartbeat message handling, and constraints around congestion management.
Applications
Implementing SIST-TS ETSI/TS 102 142 V1.1.1:2005 enables telecommunications operators and equipment manufacturers to:
- Modernize Core Networks: Integrate legacy SS7-based signalling with packet-based IP networks, supporting the ongoing transition to all-IP architectures.
- Interoperability: Achieve compatibility between the traditional telephone network and modern IP systems using clearly defined adaptation layers.
- Network Gateway Solutions: Develop and deploy signalling gateways compliant with both SS7 and IP standards, ensuring operational continuity.
- Carrier-Grade Reliability: Maintain the robustness and reliability of SS7 signalling over less reliable IP transport by using SCTP and following required congestion and error handling procedures.
- Regulatory Compliance: Meet European and Slovenian requirements for interoperability and adoption of IETF standards with local constraints.
Related Standards
To implement a complete SS7 over IP signalling solution, reference to related standards is vital. Key related documents include:
- IETF RFC 3332: The base specification for M3UA, which this standard endorses with modifications.
- ETSI TS 102 144: Covers the requirements for SCTP, the mandated transport protocol for M3UA and other SIGTRAN adaptation layers.
- ETSI EN 300 008-1: Specifies the protocol for Message Transfer Part (MTP) to support international ISDN interconnection.
- ETSI TS 102 141: Defines requirements for M2UA (MTP2 User Adaptation Layer) handling of SS7 over IP.
- ETSI TS 102 143: Overview of SUA (Signalling Connection Control Part User Adaptation Layer) for further interoperability with SCCP over IP.
- ITU-T Recommendation Q.704: Essential for understanding MTP3 network management functions as referenced throughout this document.
- ETSI EG 201 693: Provides codepoints and guidelines critical for correct message interpretation and interoperability.
By adhering to SIST-TS ETSI/TS 102 142 V1.1.1:2005, organizations ensure robust, standardized, and interoperable transport of SS7 signalling over IP, supporting efficient and reliable next-generation telecommunications networks.
