Overview
SIST EN 300 367 V1.2.1:2003 defines the service description for the Explicit Call Transfer (ECT) supplementary service within the Integrated Services Digital Network (ISDN). Developed by the Slovenski inštitut za standardizacijo (SIST) and harmonized with the European Standard EN 300 367, this document addresses the evolution and modification of ECT applicability for ISDN environments. The primary objective is to enable seamless transfer of calls between users, supporting interoperability between public and private ISDNs, and ensuring compatibility with a wide range of supplementary services.
Explicit Call Transfer is designed to enhance communication flexibility by allowing a user (with two active calls) to connect the other users in those calls, forming a new, independent call. This capability is key for business communication, contact centers, and any environment where efficient call handling is essential.
Key Topics
Explicit Call Transfer (ECT) in ISDN
- Allows a user engaged in two calls (either incoming or outgoing) to connect the other parties and leave the conversation, streamlining the call process.
- Supports transfer even if one of the calls is not yet fully connected, depending on service provider options.
Interworking with Public and Private ISDNs
- The standard outlines requirements for how public ISDN services interact with private ISDN networks, ensuring that ECT works seamlessly across organizational boundaries.
Supplementary Service Interactions
- Details the interactions between ECT and key ISDN supplementary services such as Call Hold, Call Waiting, Advice of Charge, Number Identification, Conference Services, Call Forwarding, and more.
- Clarifies that ECT invokes minimal impact on most other supplementary services but specifies certain conditions and restrictions.
Service Provision and Withdrawal
- ECT is provided upon user request and may be withdrawn by the service provider as needed.
Exceptional Procedure Handling
- Outlines the process for rejecting ECT requests, such as when prerequisite conditions are unmet or required subscription is lacking.
Applications
Business Telephony Systems
- Call centers and enterprises use Explicit Call Transfer to efficiently manage incoming and outgoing communications, increasing productivity and improving customer experience.
Contact Centers
- Allows quick transfer of calls between agents without disconnecting callers, supporting advanced customer service scenarios.
ISDN-based PBX Systems
- Facilitates call management functions within private branch exchanges, integrating with public ISDN networks for robust telecommunication solutions.
Public Telecommunication Services
- Supports enhanced services for residential and corporate customers, adding value to ISDN offerings.
International Communication
- Ensures explicit call transfers can be consistently managed across different networks, including scenarios spanning national borders or involving non-ISDN networks.

The stage 2 aspects are detailed in ETS 300 368 (1995) and the stage 3 aspectsare detailed in EN 300 369-1 and EN 300 356-14. Whilst there are some editorial changes, the present documentcontains functionality that is additional to that defined in the previous edition of the present document. The additionalfunctionality relates to a service provider option removing the requirement that one of the calls to be transferred is onhold.National transposition datesDate of adoption of this EN:9 October 1998Date of latest announcement of this EN (doa):31 January 1999Date of latest publication of new National Standardor endorsement of this EN (dop/e):31 July 1999Date of withdrawal of any conflicting National Standard (dow):31 July 1999SIST EN 300 367 V1.2.1:2003
ETSIEN 300 367 V1.2.1 (1998-10)61ScopeThe present document defines the stage one of the Explicit Call Transfer (ECT) supplementary service for thepan-European Integrated Services Digital Network (ISDN) as provided by European public telecommunicationsoperators. Stage one is an overall service description from the user's point of view (see CCITTRecommendation I.130 [1]), but does not deal with the details of the human interface itself. The present document defines the interworking requirements of private ISDNs with the public ISDN.In addition the present document specifies the base functionality where the service is provided to the user via a privateISDN.The present document does not specify the additional requirements where the service is provided to the user via atelecommunications network that is not an ISDN but does include interworking requirements of other networks with thepublic ISDN.Interactions with supplementary services not listed in clause 8 are outside the scope of the present document.Charging principles are outside the scope of the present document. The ECT supplementary service enables a user who has two calls, each of which can be an incoming call or an outgoingcall, to connect together the other users in the two calls, into one call. The ECT supplementary service is applicable to all circuit-switched basic telecommunication services. The present document is applicable to the stage two and stage three standards for the ISDN ECT supplementary service. The terms "stage two" and "stage three" are also defined in CCITT Recommendation I.130 [1]. Where the text indicatesthe status of a requirement, (i.e. as strict command or prohibition, as authorization leaving freedom, as a capability orpossibility), this shall be reflected in the text of the relevant stage two and stage three standards.Furthermore, conformance to the present document is met by conforming to the stage three standards with the field ofapplication appropriate to the equipment being implemented. Therefore no method of testing is provided for the presentdocument.2Normatives referencesReferences may be made to:a)specific versions of publications (identified by date of publication, edition number, version number, etc.), inwhich case, subsequent revisions to the referenced document do not apply; orb)all versions up to and including the identified version (identified by "up to and including" before the versionidentity); orc)all versions subsequent to and including the identified version (identified by "onwards" following the versionidentity); ord)publications without mention of a specific version, in which case the latest version applies.A non-specific reference to an ETS shall also be taken to refer to later versions published as an EN with the samenumber.[1]CCITT Recommendation I.130 (1988): "Method for the characterization of telecommunicationservices supported by an ISDN and network capabilities of an ISDN".[2]ITU-T Recommendation I.112 (1993): "Vocabulary of terms for ISDNs".[3]ITU-T Recommendation E.164 (1997): "The international public telecommunication numberingplan".[4]ITU-T Recommendation I.210 (1993): "Principles of telecommunication services supported by anISDN and the means to describe them".SIST EN 300 367 V1.2.1:2003

ETSIEN 300 367 V1.2.1 (1998-10)84DescriptionThe ECT supplementary service enables a user (user A) to transform two of that user's calls, each of which can be anincoming call or an outgoing call, into a new call between user B and user C.Prior to transfer, the connection shall have been established on the call between user A and user B. On the call betweenuser A and user C, either the connection shall have been established prior to transfer, or, as a service provider option, transfer can occur while user C is being informed of the call (i.e. the connection has not yet been established).NOTE:Service providers may reject a request for the ECT supplementary service depending on criteria outsidethe scope of the present document (e.g. for operational reasons under certain circumstances). Theassociated procedures are outside the scope of the present document. The ECT supplementary service can be available to users who are connected to the network via a basic access or aprimary rate access.5Procedures5.1Provision and withdrawalThe ECT supplementary service shall be provided to the user after prior arrangement with the service provider. The ECT supplementary service shall be withdrawn by the service provider upon request of the subscriber or for serviceprovider reasons.5.2Normal procedures5.2.1Activation, deactivation and registrationNot applicable.5.2.2ErasureNot applicable.5.2.3Invocation and operationUser A, who has two calls (one with user B and one with user C), each of which can be an incoming call or an outgoingcall, can request the invocation of the ECT supplementary service with respect to the two calls.NOTE 1:It is the responsibility of user A to ensure that the two calls are compatible. The connection shall have been established on one of the calls (referred to as the call between user A and user B).
