Overview

SIST ETS 300 391-2 E1:2003 is a Slovenian implementation of the European standard for Universal Personal Telecommunication (UPT), focusing on the security architecture of UPT phase 1. Specifically, Part 2 presents the Implementation Conformance Statement (ICS) proforma, which is used to evaluate conformance of advanced Dual Tone Multi Frequency (DTMF) devices and Authenticating Entities (AE) against the security requirements defined in ETS 300 391-1.

This standard provides a formal framework to identify and verify the functional implementation and security features that are essential for interoperability across UPT systems. By ensuring consistent application of security procedures, the standard helps facilitate reliable authentication, access control, and user management in UPT services.

Key Topics

  • Implementation Conformance Statement (ICS):
    • Provides structured proformas (questionnaires) for advanced DTMF devices and Authenticating Entities.
    • Identifies both mandatory and optional security features for UPT implementations.
    • Enables suppliers, service providers, and testing laboratories to assert or verify conformance with the baseline security architecture.
  • Advanced DTMF Devices:
    • Requirements for physical and logical protection of sensitive information through Security Modules (SM).
    • Implementation of Device Holder Verification (DHV) and authentication algorithms.
    • Detailed procedures for managing Personal Identification Numbers (PIN) and authentication codes.
  • Authenticating Entity (AE):
    • Support for both weak and strong authentication modes.
    • Procedures for blocking and unblocking Personal User Identities (PUI) based on incorrect authentication attempts.
    • Methods to ensure synchronization and validation of authentication codes and sequence numbers.
  • Compliance and Interoperability:
    • Alignment with ISO/IEC 9646-2 for conformance testing methodology.
    • Ensures that all products and services claiming adherence to ETS 300 391-1 undergo a uniform assessment process.

Applications

The ICS proforma detailed in SIST ETS 300 391-2 E1:2003 is vital for several telecommunications scenarios, particularly in the deployment and certification of UPT systems:

  • Product Development and Testing: Manufacturers of advanced DTMF devices and AEs can use the ICS proforma to validate that their products meet the mandatory security requirements before market release.
  • Service Provider Integration: UPT service providers can use the standard to specify required compliance for devices and subsystems integrated into their network, ensuring secure user authentication and access management.
  • Regulatory Compliance: The ICS proforma supports regulatory authorities in assessing UPT system deployments for conformity with both European and Slovenian security architecture standards.
  • Interoperability Assurance: Following this standard helps achieve seamless interoperability between different suppliers’ UPT devices and networks, reducing operational risks and enhancing user trust.

Related Standards

When implementing SIST ETS 300 391-2 E1:2003, stakeholders should consider the following associated standards for broader compliance and full functionality:

  • ETS 300 391-1: Universal Personal Telecommunication (UPT); Specification of the security architecture for UPT phase 1; Part 1 is the base reference for the security features detailed in the ICS proforma.
  • ISO/IEC 9646-2: Conformance testing methodology and framework, provides foundational principles for testing and verification processes.
  • SIST ETS 300 391-3: Addresses detailed conformance test specifications for UPT security architecture.
  • Relevant ITU-T and ETSI standards for network security, authentication, and user management in telecommunication systems.

By applying SIST ETS 300 391-2 E1:2003 during UPT system development, integration, and assessment, organizations can ensure robust security, proven interoperability, and adherence to international best practices in personal telecommunications.

1 Scope
This European Telecommunication Standard (ETS) provides the Implementation Conformance Statement
(ICS) proformas for the advanced Dual Tone Multi Frequency (DTMF) device and the Authenticating Entity
(AE) specified in ETS 300 391-1 [1]. These components relate to the authentication procedures of UPT
phase 1. They are the most relevant components for interoperability and the overall security.
This ETS allows either the service provider of a UPT system to formulate the requirements on these
implementations or to decide whether an implementation meets these requirements. It details the in
tabular form mandatory and optional functions for these implementations.
This ETS is in compliance with the relevant requirements and the guidelines given in ISO/IEC 9646-2 [2].
2 Normative references
This ETS incorporates by dated and undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to or revisions of any of these publications
apply to this ETS only when incorporated in it by amendment or revision. For undated references the latest
edition of the publication referred to applies.
