Overview
SIST EN 300 089 V3.1.1:2005 specifies the service description for the Calling Line Identification Presentation (CLIP) supplementary service within the Integrated Services Digital Network (ISDN) environment. Developed by the Slovenian Institute for Standardization (SIST) and aligned with European Norm EN 300 089, this standard details how the CLIP service provides the called party with the calling party's identification. The third edition reflects enhancements to support new calling line identification (CLI) indicators, particularly for scenarios involving network-controlled presentation restriction, such as for Anonymous Call Rejection (ACR). This standard is essential for ensuring interoperability and consistency in delivering caller identity information across public and private ISDN networks in Europe.
Key Topics
- CLIP Supplementary Service: Details the mechanisms for presenting the calling line identity to the called party during call establishment, covering both basic and primary rate ISDN access.
- CLI Indicator Enhancements: Incorporates new indicators to signal when the presentation of the caller's identity is restricted by the network, enabling support for services like ACR.
- Interworking Requirements: Defines how private ISDNs interact with public ISDN regarding caller identification and how information is screened, delivered, or marked based on network and user arrangements.
- Interactions with Other Services: Explains how CLIP operates in conjunction with supplementary services such as Call Hold, Call Transfer, Advice of Charge, Call Forwarding, and CLIR (Calling Line Identification Restriction).
- Screening and Special Arrangements: Specifies network screening practices and special agreements where calling party numbers are not screened, impacting how calling identity is handled and presented.
- Extended Functionality: Through annexes, the standard outlines optional features like the delivery of both user-provided and network-provided numbers and extended screening to address routing via diverse network nodes.
Applications
The effective application of SIST EN 300 089 V3.1.1:2005 ensures that telecommunications providers, service integrators, and equipment manufacturers can:
- Deliver Reliable Caller Identification: Ensure that the correct calling line identity is available to users, enhancing transparency and trust in telecommunications.
- Facilitate Privacy and Security Features: Support privacy features such as CLIR and Anonymous Call Rejection by reliably indicating when caller identity is restricted.
- Enable Advanced Call Handling: Provide consistent caller identification even in scenarios involving call forwarding, call transfer, conference calling, multiple subscriber numbers, and terminal portability.
- Promote Interoperability: Guarantee seamless operation between public and private ISDNs, including the support of both standard ISDN and private numbering plans.
- Reduce Fraud and Misuse: By specifying robust screening mechanisms and marking of user-provided, screened, or default numbers, the standard helps mitigate identity spoofing and unauthorized number presentation.
- Support Regulatory Compliance: Meet national and pan-European regulatory requirements for caller identification in digital networks.
Related Standards
Implementation and operation of the CLIP supplementary service typically reference several related standards for complete ISDN service functionality:
- EN 300 090: ISDN Calling Line Identification Restriction (CLIR) supplementary service.
- ETS 300 091: Functional capabilities and information flows for CLIP and CLIR.
- ETS 300 092: DSS1 protocol implementation for CLIP.
- ETS 300 062: Direct Dialling In (DDI) supplementary service.
- ETS 300 050: Multiple Subscriber Number (MSN) supplementary service.
- ECMA-155: Addressing in Private Integrated Services Networks (PISN).
- ITU-T Recommendations: I.130 (telecommunications service characterization), I.112 (ISDN terminology), and E.164 (international numbering plan).
Adhering to SIST EN 300 089 V3.1.1:2005 is crucial for any organization deploying or managing ISDN-based calling line identification services, ensuring reliable operation and user experience across diverse European telecommunication infrastructures.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Services and
Protocols for Advanced Networks (SPAN).
In accordance with CCITT Recommendation I.130 [1], the following three level structure is used to describe the
supplementary telecommunications services as provided by European public telecommunications operators under the
pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service
described in stage 1.
The present document details the stage 1 aspects (overall service description) for the Calling Line Identification
Presentation (CLIP) supplementary service. The stage 2 and stage 3 aspects are detailed in ETS 300 091 [9] and
ETS 300 092 [10], respectively.
Addition of a new informative annex C, describing the incorporation of extended screening options. These additions
describe a method of operation of the screening function that is entirely consistent with the requirements of edition 1,
and therefore is entirely interoperable with existing implementations of the CLIP supplementary service.
This version 3 reflects the enhancements to the CLIP service description made to support the new CLI APRI value
"presentation restricted by network".

1 Scope
The present document defines the stage one of the Calling Line Identification Presentation (CLIP) supplementary
service for the pan-European Integrated Services Digital Network (ISDN) as provided by European public
telecommunications operators. Stage one is an overall service description from the user's point of view (see
CCITT Recommendation I.130 [1]), but does not deal with the details of the human interface itself.
The present document defines the interworking requirements of private ISDNs with the public ISDN.
In addition the present document specifies the base functionality where the service is provided to the user via a private
ISDN.
The present document does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN but does include interworking requirements of other networks with the
public ISDN.
Interactions with supplementary services not listed in clause 8 are outside the scope of the present document.
Charging principles are outside the scope of the present document.
The CLIP supplementary service provides the called party with the possibility of receiving identification of the calling
party.
The CLIP supplementary service is applicable to all telecommunications services.
The present document is applicable to the stage two and stage three standards for the ISDN CLIP supplementary
service. The terms "stage two" and "stage three" are also defined in CCITT Recommendation I.130 [1]. Where the text
indicates the status of a requirement, (i.e. as strict command or prohibition, as authorization leaving freedom or, as a
capability or possibility), this shall be reflected in the text of the relevant stage two and stage three standards.
Furthermore, conformance to the present document is met by conforming to the stage three standards with the field of
application appropriate to the equipment being implemented. Therefore no method of testing is provided for the present
document.
