Overview

SIST EN 300 093-1 V1.2.4:2005 is a Slovenian national adoption of the European Standard for the Integrated Services Digital Network (ISDN), specifically addressing the Calling Line Identification Restriction (CLIR) supplementary service within the framework of the Digital Subscriber Signalling System No. one (DSS1) protocol. Produced by the European Telecommunications Standards Institute (ETSI) and adopted as an identical standard by SIST, this document details the requirements and procedures for implementing CLIR in ISDN environments across Europe, following the update of references from ETS 300 102-1 to ETS 300 403.

CLIR allows a calling party to prevent their ISDN number from being disclosed to the called party, enhancing privacy and complying with regulatory or individual user preferences. The standard specifies the protocol and operational requirements at relevant ISDN reference points for equipment supporting this supplementary service.

Key Topics

  • Calling Line Identification Restriction (CLIR): Defines how the calling user's ISDN number and subaddress can be restricted from presentation to the called party.
  • Digital Subscriber Signalling System No. One (DSS1): Details the protocol procedures for CLIR at the ISDN user-network interface, specifically at the T reference point and coincident S and T reference points.
  • Protocol Requirements: Outlines requirements for SETUP messages, presentation indicators, and network behavior in both permanent and per-call CLIR modes.
  • Interworking: Addresses compatibility and procedures for CLIR use in private versus public ISDNs and handling calls routed outside ISDN networks.
  • Supplementary Service Interactions: Covers how CLIR interacts with other supplementary services, ensuring seamless integration within broader ISDN services.
  • Reference Update: Reflects the vital update of normative references relating to basic call control protocols from ETS 300 102-1 to ETS 300 403, aligning with contemporary standards.

Applications

The SIST EN 300 093-1 V1.2.4:2005 standard is essential for:

  • Telecommunications Equipment Manufacturers: Ensuring ISDN devices and software are compliant with European CLIR specifications, enabling correct signaling and privacy functions.
  • Public and Private ISDN Network Operators: Supporting CLIR supplementary service provisioning for subscribers, whether in public networks or private corporate ISDN environments.
  • Regulatory Compliance: Helping operators and service providers meet privacy regulations requiring or enabling subscriber control over call identification.
  • Interoperability: Facilitating interoperable ISDN services by standardizing how CLIR information is handled and signaled across different equipment and network types.
  • Testing and Certification: Serving as the baseline for protocol conformance testing, as outlined in related parts (e.g., PICS proforma), for vendors seeking market access in compliance-driven regions.

Related Standards

For implementation and context, consider these closely related standards:

  • EN 300 403-1: ISDN DSS1 protocol, Signalling network layer for circuit-mode basic call control (replaces ETS 300 102-1).
  • EN 300 092-1: ISDN; Calling Line Identification Presentation (CLIP) supplementary service; DSS1 protocol.
  • EN 300 195-1: ISDN; Supplementary service interactions; DSS1 protocol.
  • ETSI ETS 300 090: ISDN; CLIR supplementary service; Service description.
  • CCITT Recommendations: I.130 (ISDN service characterization), I.411 (user-network interface reference configurations), E.164 (ISDN numbering), Z.100 (SDL diagrams).
  • ETS 300 191: Protocol for identification supplementary services on private ISDNs.

Practical Value

Through the adoption of SIST EN 300 093-1 V1.2.4:2005, organizations contribute to harmonized ISDN operations, user privacy, and robust signaling for telecommunication services using the DSS1 protocol. This standard ensures a reliable framework for implementing Calling Line Identification Restriction, critical for subscriber trust and conformance in digital telephony networks.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 1 of a multi-part standard covering the Digital Subscriber Signalling System No. one
(DSS1) protocol specification for the Integrated Services Digital Network (ISDN) Calling Line Identification Restriction
(CLIR) supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the user";
Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
In accordance with CCITT Recommendation I.130, the following three level structure is used to describe the
supplementary telecommunications services as provided by European public telecommunications operators under the
pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service
described in stage 1.
The present document details the stage three aspects (signalling system protocols and switching functions) needed to
support the Calling Line Identification Restriction (CLIR) supplementary service. The stage one and stage two aspects
are detailed in ETS 300 090 and ETS 300 091, respectively.
The present version updates the references to the basic call specifications.

1 Scope
This first part of EN 300 093 specifies the stage three of the Calling Line Identification Restriction (CLIR)
supplementary service for the pan-European Integrated Services Digital Network (ISDN) as provided by European
public telecommunications operators at the T reference point or coincident S and T reference point (as defined in
CCITT Recommendation I.411 [1]) by means of the Digital Subscriber Signalling System No. one (DSS1). Stage three
identifies the protocol procedures and switching functions needed to support a telecommunications service (see CCITT
Recommendation I.130 [2]).
In addition the present document specifies the protocol requirements at the T reference point where the service is
provided to the user via a private ISDN.
The present document does not specify the additional protocol requirements where the service
