Overview

SIST EN 300 220-4 V1.1.1:2017 is a harmonised European standard focusing on the technical characteristics and methods for measuring short range metering devices that operate within the 169,400 MHz to 169,475 MHz frequency band. Aligned with Directive 2014/53/EU (Radio Equipment Directive, RED), this standard ensures that smart metering equipment used in applications such as electricity, gas, and water monitoring meets essential requirements for efficient radio spectrum use and minimizes harmful interference. The standard is applicable to fixed, mobile, and nomadic devices, including stand-alone radio equipment and plug-in modules for various host systems.

Key Topics

  • Scope and Purpose:
Defines the required technical parameters and test methods for metering devices utilizing the specific 169,400-169,475 MHz frequency band.
  • Device Categories:
Supports smart grid infrastructure by covering bidirectional radio metering systems, including:
    • Stand-alone radio equipment
    • Plug-in devices for host systems
    • Plug-in devices within combined equipment
  • Regulatory Compliance:
Provides a route to conformity with Article 3.2 of Directive 2014/53/EU, facilitating CE marking and market access within the EU.
  • Frequency and Power:
    • Designated frequency band: 169,400 MHz to 169,475 MHz
    • Maximum radiated power: 500 mW e.r.p.
    • Maximum occupied bandwidth: 50 kHz
    • Duty cycle limit: ≤ 10%
  • Testing and Measurement:
Technical requirements and compliance tests address:
    • Operating frequency and duty cycle
    • Bandwidth and adjacent channel power
    • Unwanted and out-of-band emissions
    • Receiver sensitivity, blocking, and channel assessment

Applications

SIST EN 300 220-4 V1.1.1:2017 is essential for manufacturers and integrators of smart metering equipment who need to demonstrate compliance for products marketed or operated in the European Economic Area. The standard is used to:

  • Ensure electromagnetic compatibility and prevent interference with other devices.
  • Enable reliable and secure communication for remote monitoring, billing, and control in smart utilities.
  • Support wide deployment of smart meters for electricity, water, and gas metering within smart grid infrastructure.
  • Streamline the certification process, allowing manufacturers to apply the CE mark and ensure that products meet all RED radio spectrum requirements.

Typical products that fall within this standard include:

  • Smart electricity meters
  • Gas and water meters with radio transmitters
  • Data collectors and concentrators using the 169 MHz SRD band
  • Communication modules integrated within utility measurement systems

Related Standards

This standard is part of a broader framework for short range device (SRD) regulation and harmonisation within Europe. Key related standards and documents include:

  • ETSI EN 300 220-1: Technical characteristics and methods of measurement for SRDs operating in the 25 MHz to 1000 MHz band, general requirements.
  • Directive 2014/53/EU (RED): The core legislative text for radio equipment, adopted in the European Union.
  • EU Commission Decision 2013/752/EU: Defines harmonised spectrum use for SRDs and supports the designated frequency allocations for metering.
  • ETSI EG 203 336: Guide for the selection of technical parameters for standards under the RED Directive.

By following SIST EN 300 220-4 V1.1.1:2017, stakeholders benefit from a clear, harmonized approach to metering device compliance, supporting innovation and interoperability across the smart metering value chain. This ensures robust operation and regulatory acceptance throughout the EU and other regions adopting similar standards.
