Overview

SIST EN 301 929-2 V1.1.1:2004 is a harmonized European standard developed to address electromagnetic compatibility (EMC) and radio spectrum requirements for VHF transmitters and receivers utilized as coast stations for the Global Maritime Distress and Safety System (GMDSS) and other maritime mobile service applications. This standard falls under Article 3.2 of the R&TTE Directive (1999/5/EC), ensuring equipment efficiently uses the radio spectrum and minimizes harmful interference in maritime communications.

This standard is essential for manufacturers, operators, and testing bodies involved with VHF coast station equipment in the maritime environment. By complying with SIST EN 301 929-2, stakeholders ensure not just conformance to European regulatory requirements, but also safe and reliable operation of maritime communication systems critical for navigational safety and emergency response.

Key Topics

Core areas covered by SIST EN 301 929-2 V1.1.1:2004 include:

  • Scope and Applicability:

    • Applies to VHF transmitters, receivers, and transceivers used as coast stations within the maritime mobile service.
    • Addresses analogue voice and Digital Selective Calling (DSC) functions, for simplex, semi-duplex, or duplex operation.
    • Includes both locally and remotely operated equipment.
  • Essential Requirements Under R&TTE Directive Article 3.2:

    • Equipment must use the assigned spectrum efficiently and prevent interference.
    • Supports conformity assessment processes for equipment placed on the European market.
  • Technical Provisions:

    • Environmental profile for equipment operation.
    • Specifications on radio parameters such as transmitter frequency error, carrier power, frequency deviation, adjacent channel power, and spurious emissions.
    • Receiver requirements including sensitivity, selectivity, rejection, and spurious emission limits.
    • Parameters for both general VHF communication and DSC-specific performance.
  • Testing and Conformance:

    • Outlines mandatory test conditions and essential radio test suites to verify compliance with technical requirements.
    • Specifies performance limits and conformance assessment procedures for each parameter.

Applications

Practical applications of the standard include:

  • Deployment of VHF Coast Stations for GMDSS:

    • Ensures standardized, high-reliability communication for maritime safety, distress, and coordination.
    • Facilitates interoperable communications between vessels and shore stations in compliance with international maritime regulations.
  • Manufacturer and Testing Laboratory Compliance:

    • Provides a framework for equipment design, testing, and quality assurance, supporting market access within the EU and EEA.
    • Allows manufacturers to CE mark their equipment by demonstrating conformity with essential requirements.
  • Regulatory Assurance:

    • Assists authorities and ship operators in verifying that systems fulfill the spectrum usage and EMC requirements critical to mitigating harmful interference.
    • Supports safe operational integration of new radio equipment into existing maritime networks.
  • Support for Maritime Mobile Service Applications:

    • Encompasses both GMDSS and non-GMDSS use cases, such as harbor communications and coastal traffic control, where standardized VHF coast station performance is required.

Related Standards

SIST EN 301 929-2 V1.1.1:2004 is part of a modular framework of standards for maritime radio and telecommunications equipment, including:

  • EN 301 929-1: Technical characteristics and methods of measurement for VHF coast station equipment.
  • EN 301 489 (all parts): EMC standards for radio equipment and services.
  • EMC Directive 89/336/EEC: Requirements for electromagnetic compatibility.
  • LV Directive 73/23/EEC: Electrical equipment requirements within certain voltage limits.
  • ITU Radio Regulations: Definitions and frequency allocations relevant to the maritime mobile service.

Adopting SIST EN 301 929-2 ensures continued safety, regulatory compliance, and interoperability of maritime VHF coast station transmitters and receivers across Europe.

Foreword This Candidate Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee Electromagnetic compatibility and Radio spectrum Matters (ERM). The present document has been produced by ETSI in response to a mandate from the European Commission issued under Council Directive 98/34/EC (as amended) laying down a procedure for the provision of information in the field of technical standards and regulations. The present document is intended to become a Harmonized Standard, the reference of which will be published in the Official Journal of the European Communities referencing the Directive 1999/5/EC of the European Parliament and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual recognition of their conformity ("the R&TTE Directive" [1]). The present document is part 2 of a multi-part deliverable covering VHF transmitters and receivers as Coast Stations for GMDSS and other applications in the maritime mobile service, as identified below: Part 1: "Technical characteristics and methods of measurement"; Part 2: "Harmonized EN under article 3.2 of the R&TTE Directive". Technical specifications relevant to Directive 1999/5/EC [1] are given in annex A.

ETSI ETSI EN 301 929-2 V1.1.1 (2002-01) 8 The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1]. For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present document essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type. The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.1b the diagram shows EN 301 489 [7
