NOTE 1   Rollers are covered by EN 500.
NOTE 2   Horizontal directional drills are covered by EN 791.
This European Standard also applies to derivative machinery (see 3.1.2) designed primarily for use with equipment to loosen, pick-up, move, transport, distribute and grade earth and rock.
This European Standard gives the common safety requirements for earth-moving machinery families and is intended to be used in conjunction with one of the EN 474 parts 2 to 12. These machine specific parts (EN 474-2 to -12) do not repeat the requirements from !EN 474-1:2006+A1:2009", but add or replace the requirements for the family in question.
NOTE 3   The requirements specified in this part of the standard are common to two or more families of earth- moving machinery.
'This part gives specific requirements for demolition machinery.(
Specific requirements in EN 474 parts 2 to 12 take precedence over the respective requirements of
!EN 474-1:2006+A1:2009".
For multipurpose machinery the parts of the standard that cover the specific functions and applications have to be used e.g. a compact loader also used as a trencher shall use the relevant requirements of EN 474 parts 1, 3 and 10.
The standard also covers general requirements for attachments intended to be used with earth moving machine families covered in the scope.
!Except for part 12 this European Standard does not deal" with the electrical hazards related to the main circuits and drives of machinery when the principal source of energy is electrical.
!This European Standard does not deal with towing of trailers."
This European Standard deals with all significant hazards, hazardous situations and events relevant to earth-moving machinery, when used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4). This European Standard specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards, hazardous situations and events during commissioning, operation and maintenance of earth-moving machinery.
This European Standard is not applicable to earth moving machines, which are manufactured before the date of publication of this European Standard by CEN.

Overview

SIST EN 474-1:2007+A5:2018/kFprA6:2019 is a key European Standard developed by CEN (European Committee for Standardization) that specifies the general safety requirements for earth-moving machinery, as outlined in EN ISO 6165:2006. The standard applies to a wide range of earth-moving equipment, with the exception of rollers (covered by EN 500) and horizontal directional drills (covered by EN 791). It also encompasses derivative machinery designed primarily for tasks such as loosening, picking up, moving, transporting, distributing, and grading earth and rock.

As the foundational document in the EN 474 series, EN 474-1:2006+A5:2018 defines the common safety requirements for different families of earth-moving machinery and provides a basis for compliance with relevant EU directives, including the Machinery Directive 2006/42/EC.

Key Topics

  • General Safety Requirements: Establishes baseline health and safety protocols for operation, commissioning, and maintenance of earth-moving machines.
  • Significant Hazard Mitigation: Addresses all significant hazards, hazardous situations, and events directly related to earth-moving machinery when used as intended or under foreseeable misuse.
  • Attachments and Quick Couplers: Specifies the manufacturer’s responsibility to define criteria, provide identification, and issue instructions for attachments and quick couplers, ensuring their safe fitting and use.
  • Marking and Identification: Outlines requirements for permanent identification of attachments, including data such as manufacturer name, type designation, mass, working pressure, and capacity.
  • Harmonization with EU Directives: Ensures alignment with the essential requirements of Directive 2006/42/EC on machinery, supporting presumption of conformity and CE marking within the EEA.
  • Reference to Machine-Specific Parts: Designed to be used alongside machine-family standards in EN 474 Parts 2 to 12, which provide additional or replaced requirements for specific machine types.

Applications

This standard is crucial for:

  • Manufacturers of earth-moving machinery and attachments, ensuring their equipment meets the latest European safety obligations before market entry.
  • Equipment Designers and Engineers, providing guidance on conformity with risk reduction, marking, and attachment integration.
  • Occupational Safety Professionals responsible for on-site safety, ensuring equipment use aligns with European best practices for hazard prevention and safe operation.
  • Inspection Bodies and regulatory agencies, who reference the standard as a benchmark for equipment audit, certification, and market surveillance.

EN 474-1 is intended to be used in conjunction with specific parts of the EN 474 series, facilitating the correct application of safety requirements for multipurpose and specialized earth-moving machines. For example, a compact loader used as a trencher must comply with requirements from Parts 1, 3, and 10.

Related Standards

  • EN ISO 6165:2006 - Defines earth-moving machinery types, referenced for scope alignment.
  • EN 500 - Safety requirements for rollers.
  • EN 791 - Safety requirements for horizontal directional drills.
  • EN 474 Parts 2 to 12 - Provide machine-specific safety requirements, augmenting general provisions.
  • ISO 13031:2016 - Specifies requirements for quick couplers on earth-moving machinery.
  • EU Machinery Directive 2006/42/EC - Underpins regulatory compliance for machinery safety in Europe.

Practical Value

Adopting SIST EN 474-1:2007+A5:2018/kFprA6:2019 helps organizations demonstrate compliance with European safety regulations, reduce operational risks, and enhance workplace safety for operators and maintenance personnel. It supports market access across Europe and provides consistent requirements for manufacturers, designers, and users of earth-moving equipment, ensuring a unified approach to machinery safety in construction and related industries.
