Overview

SIST EN 300 328-2:2002 is a harmonized European standard developed by the Slovenian Institute for Standardization (SIST), in alignment with ETSI EN 300 328-2 V1.2.1. This standard covers electromagnetic compatibility and radio spectrum matters (ERM) for wideband data transmission systems operating in the 2.4 GHz ISM band using spread spectrum modulation techniques. It specifically addresses the essential radio spectrum usage requirements under Article 3.2 of the R&TTE Directive (1999/5/EC), ensuring that radio equipment effectively uses assigned frequencies and mitigates harmful interference.

The scope of this standard extends to transceivers, transmitters, and receivers, including IEEE 802.11 technologies, HomeRF™, and other wideband systems with aggregate bit rates exceeding 250 kbits/s. It notably broadens the prior limits of ETS 300 328, now covering up to 500 mW EIRP for directional RLAN systems.

Key Topics

  • EMC and Radio Spectrum Compliance: Sets out mandatory requirements for electromagnetic compatibility and efficient radio spectrum use in the 2.4 GHz ISM band.
  • Spread Spectrum Modulation: Applies to equipment using spread spectrum techniques, such as frequency hopping and direct sequence modulation.
  • Power and Emission Limits:
    • Effective radiated power and peak power density defined and limited for compliance.
    • Receiver and transmitter spurious emissions must fall within specified limits.
  • Technical Conformance and Testing:
    • Details essential tests for power, frequency range, and emissions.
    • Specifies environmental profiles and conformance criteria.
  • Scope Expansion: Explicitly includes directional radio LAN systems up to 500 mW EIRP.

Applications

SIST EN 300 328-2:2002 is highly relevant to manufacturers, integrators, and conformity assessment bodies developing, selling, or certifying radio equipment in the 2.4 GHz ISM band throughout Europe. Main applications include:

  • Wireless Local Area Networks (WLAN/RLAN): Equipment such as Wi-Fi access points, routers, client devices, set-top boxes, and cable modems.
  • Industrial, Scientific, and Medical (ISM) Devices: Wireless systems deployed in the ISM band for non-telecommunication purposes, ensuring regulatory compliance.
  • Plug-in Radio Devices: Modules for personal computers, handheld terminals, and combined host equipment.
  • Portable and Mobile Devices: Any equipment using wideband data transmission and spread spectrum modulation within the specified frequency range.
  • Conformity Declaration: Basis for CE marking and declaration of conformity under the R&TTE Directive (now superseded by the RED in the EU), providing a recognized route for market access.

Compliance with SIST EN 300 328-2:2002 demonstrates that equipment makes efficient use of spectrum and minimizes the risk of interfering with other radio services, a key requirement for wireless device certification in Europe.

Related Standards

Organizations and developers seeking to ensure full compliance should also be aware of these related standards and directives:

  • EN 300 328-1: Technical characteristics and test conditions for equipment in the 2.4 GHz ISM band.
  • EN 301 489: EMC requirements for radio equipment.
  • Directive 1999/5/EC (R&TTE Directive): Framework directive for radio and telecommunications terminal equipment.
  • Directive 89/336/EEC (EMC Directive): Pertains to electromagnetic compatibility.
  • Directive 73/23/EEC (Low Voltage Directive): Electrical safety requirements.
  • IEEE 802.11: International specification for wireless LANs, referenced for interoperability and technical context.

SIST EN 300 328-2:2002 is integral to the suite of standards enabling safe, effective, and harmonized introduction of wireless data transmission systems within the widely used 2.4 GHz ISM frequency band.

ETSI ETSI EN 300 328-2 V1.2.1 (2001-12) 6 The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1]. For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present document essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type. The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC Directive [2].
For article 3.1a figure 1 shows the existing safety standards currently used under the LV Directive [3] and new standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be required. The bottom of the figure shows the relationship of the standards to radio equipm
