Overview

SIST ETS 300 178 E1:2003 - Integrated Services Digital Network (ISDN); Advice of Charge: Charging Information at Call Set-up Time (AOC-S) Supplementary Service - Service Description, defines the foundational (stage 1) requirements for providing the Advice of Charge at call set-up time (AOC-S) supplementary service across pan-European Integrated Services Digital Networks (ISDN). Developed by the European Telecommunications Standards Institute (ETSI) and adopted in Slovenia by SIST, this standard describes the user-facing aspects and general service framework for delivering charging information at the initiation of calls.

The primary focus is on enabling users to receive clear, timely information about charging rates when initiating calls over ISDN, with provisions for updates if rates change mid-call. The standard underpins consistent telecommunication service experiences and transparent billing for ISDN users, supporting both public and private networks.

Key Topics

  • AOC-S Supplementary Service: Describes how users are informed about current charging rates during call set-up, and how additional information is communicated if rates change during the call.
  • Service Provisioning:
    • Can be made available to all subscribers or on a per-call basis.
    • Subscription options include activation for all calls and per-call invocation.
  • Operational Principles:
    • Charging information provided at call establishment and updated as necessary.
    • Applies to all ISDN circuit-switched telecommunications services.
    • Charge information reflects the cost incurred on the connected network.
  • Interworking:
    • Defines how AOC-S supports communication and charging across public and private ISDN interfaces.
    • Considers scenarios where interaction occurs with non-ISDN networks.
  • Interaction with Other Services: Specifies that AOC-S operates independently of most other ISDN supplementary services (such as call waiting, call hold, number identification), ensuring transparency and no operational conflict.

Applications

AOC-S implementation is relevant for:

  • Telecommunications Operators: Facilitates transparent billing and increases consumer trust by providing up-front charging information. Ensures compliance with European ISDN service expectations.
  • Corporate Telephony Networks (Private ISDNs): Allows organizations to monitor and manage communication costs effectively by receiving detailed charge information before incurring any charges.
  • ISDN Equipment Manufacturers: Provides baseline requirements for developing endpoints and switching equipment that support advice of charge features.
  • Users and Subscribers: Empowers users with knowledge of potential call costs, aiding in budget monitoring and cost management, especially in business and enterprise environments.
  • Billing and Tariff Systems: Integrates with automated systems, enabling accurate tracking of chargeable events and cost reporting.

The AOC-S service forms a critical part of customer-facing ISDN offerings, aiding in competitive differentiation through cost transparency and simplified expense management.

Related Standards

The SIST ETS 300 178 E1:2003 standard aligns with broader European and international ISDN frameworks:

  • ETS 300 181 and ETS 300 182: Define stage 2 and stage 3 (functional capabilities, information flows, and signaling protocols) for ISDN AOC-S supplementary service implementation.
  • CCITT Recommendations:
    • I.130: Telecommunications services characterization and ISDN network capabilities.
    • I.112: ISDN terminology and definitions.
    • I.210: Principles of ISDN supported telecommunication services.
    • Q.9: Switching and signaling vocabulary.
  • ICS 33.080: Covers standards related to integrated services digital networks.

By adhering to these related standards, operators and manufacturers ensure consistent service delivery, interoperability, and regulatory compliance across ISDN offerings within and beyond Europe.

ETS 300 178: October 1992
Foreword
This European Telecommunication Standard (ETS) has been produced by the Network Aspects (NA)
Technical Committee of the European Telecommunications Standards Institute (ETSI).
In accordance with CCITT Recommendation I.130 [1], the following three level structure is used to
describe the supplementary telecommunications services as provided by European public
telecommunications operators under the pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service
described in stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the
service described in stage 1.
This ETS details the stage 1 aspects (overall service description) for the Advice Of Charge: charging
information at call set-up time (AOC-S) supplementary service. Stage 2 and stage 3 aspects are detailed
in ETS 300 181 (1992) and ETS 300 182 (1992), respectively.

1 Scope
This standard defines the stage one of the Advice Of Charge: charging information at call set-up time
(AOC-S) supplementary service for the pan-European Integrated Services Digital Network (ISDN) as
provided by European public telecommunications operators. Stage one is an overall service description
from the user's point of view (see CCITT Recommendation I.130 [1]), but does not deal with the details of
the human interface itself.
This standard defines the interworking requirements of private ISDNs with the public ISDN.
In addition this standard specifies the base functionality where the service is provided to the user via a
private ISDN.
This standard does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN but does include interworking requirements of other
networks with the public ISDN.
Charging principles are outside the scope of this standard.
Interaction with supplementary services not listed in Clause 8 are outside the scope of this standard.
The AOC-S supplementary service enables a user to receive information about the charging rates at call
set-up time and also to receive further information during the call if there is a change of charging rates.
The AOC-S supplementary service is applicable to all circuit-switched telecommunications services.
This standard is applicable to the stage two and stage three standards for the ISDN AOC-S
supplementary service. The terms "stage two" and "stage three" are also defined in CCITT
Recommendation I.130 [1]. Where the text indicates the status of a requirement, (i.e. as strict command
or prohibition, as authorisation leaving freedom, or as a capability or possibility), this shall be reflected in
the text of the relevant stage two and stage three standards.
Furthermore, conformance to this standard is met by conforming to the stage three standard with the field
of application appropriate to the equipment being implemented. Therefore, no method of testing is
provided for this standard.
2 Normative references
This standard incorporates, by dated or undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to, or revisions of, any of these publications
apply to this standard only when incorporated in it by amendment or revision. For undated references the
latest edition of the publication referred to applies.

AOC-S Advice Of Charge: charging information at call set-up time
ISDN Integrated Services Digital Network
5 Description
The AOC-S supplementary service shall apply to the basic access and to the primary rate access.
The AOC-S supplementary service provides the served user with information about the charging rates at
call establishment. In addition, the served user shall be informed if a change in charging rates takes place
during the call. The information can be sent for all calls, or on a per call basis. The charge information
given shall relate to the charges incurred on the network to which the served user is attached.
NOTE: In some cases, e.g. due to off-line processing of charges, or timing considerations, the
charge calculated by the user or the user's equipment may not precisely reflect the
actual cost incurred.
The structure, contents and application of charging information is given in Annex A.
6 Procedures
6.1 Provision and withdrawal
The AOC-S supplementary service shall either be provided on a subscription basis or be generally
available. The AOC-S supplementary service can be offered with one subscription option. Only one value
can be selected.
