Overview

SIST ETS 300 818 E1:2003 is a European standard focused on defining key network performance parameters related to retainability for switched connections in Broadband Integrated Services Digital Network (B-ISDN) environments using Asynchronous Transfer Mode (ATM). Issued by the Slovenski inštitut za standardizacijo (SIST) and aligned with ETSI guidance, this standard establishes foundational methodologies for assessing and measuring the ability of B-ISDN ATM connections to sustain active sessions without unintended disconnections-critical for maintaining reliable, high-capacity digital communications across national and international networks.

Key Topics

  • Scope of Retainability: The standard addresses retainability for point-to-point B-ISDN ATM switched connections, partitioned into National Portions (NP), International Transit Portions (ITP), and International Inter-operator Portions (IIP).
  • Cut-off Events: Defines ‘cut-off’ as either experiencing ten consecutive Severely Errored Seconds (SES) in the ATM layer or a premature connection release caused by network malfunctions.
  • Performance Parameters: Outlines how to specify, measure, and analyze retainability through cut-off rates and statistical estimation across various connection portions.
  • Measurement Procedures: Describes methods for quantifying cut-off rates, retainability probability, and compliance testing, emphasizing the need for statistical accuracy over extended operational periods.
  • Connection Segmentation: Details the structure of international B-ISDN ATM connections divided by measurement points as per ITU-T recommendations, allowing targeted performance management at both national and international levels.

Applications

The guidance and parameters defined in SIST ETS 300 818 E1:2003 have practical value in multiple telecommunications contexts:

  • Network Design and Operation: Telecommunications operators use these retainability parameters to ensure robust B-ISDN and ATM service levels, minimizing unexpected disconnections in both national and cross-border digital network services.
  • Performance Monitoring: Network managers employ the measurement techniques to track retainability, identify underlying causes of connection loss, and optimize infrastructure for higher reliability.
  • Service Level Assurance: The standard helps operators and users agree on service level objectives for switched connections, contributing to consistent user experiences in high-speed integrated services networks.
  • Compliance and Benchmarking: Provides a reference methodology for evaluating network or equipment compliance against European benchmarks, supporting both regulatory requirements and market comparisons.
  • Cross-network Integration: Facilitates reliable ATM-based services across multiple operators and countries, supporting seamless and predictable data, voice, and video transmission.

Related Standards

For comprehensive B-ISDN ATM performance management, SIST ETS 300 818 E1:2003 should be used in conjunction with the following key standards:

  • ITU-T Recommendation I.353: Reference events for defining ISDN and B-ISDN performance parameters.
  • I-ETS 300 465: Guidelines on availability and retainability performance for semi-permanent B-ISDN connections.
  • ITU-T Recommendation I.356: Detailed ATM layer cell transfer performance parameters.
  • I-ETS 300 464 (for aligned content): Addresses ATM cell transfer performance in European environments.

Summary

The SIST ETS 300 818 E1:2003 standard provides essential definitions, parameters, and measurement methods for evaluating the retainability performance of B-ISDN ATM switched connections. By establishing a consistent approach to network performance metrics, this standard supports higher service reliability, objective performance monitoring, and smoother integration across complex digital telecommunications infrastructures.

1 Scope
The purpose of this European Telecommunication Standard (ETS) is to specify retainablility parameters
and measurement methods for Broadband Integrated Services Digital Network (B-ISDN) point to point
Asynchronous Transfer Mode (ATM) switched connections.
An International B-ISDN point to point ATM switched connection is partitioned into two National Portions
(NPs), and an International Portion (IP).
The IP is further partitioned into connection portions delimited by international measurement points (MPIs)
as defined in ITU-T Recommendations I.353 [1] and I.356 [3]: International Transit Portions (ITPs) and
International Inter-operator Portions (IIPs).
A later version of this ETS will specify objectives for the retainability performance of National Portions,
International Transit Portions and International Inter-operator Portions.
It is not currently planned to specify end-to-end objectives for retainability performance. Annex B provides
guidelines for deriving end-to-end objectives from connection portion objectives.
