Overview

SIST EN 300 471-2:2001 is a harmonized European standard developed by SIST and ETSI, focused on electromagnetic compatibility (EMC) and radio spectrum usage within the Land Mobile Service. This standard specifies rules for access and the sharing of commonly used radio channels by equipment that complies with EN 300 113, addressing essential requirements outlined under Article 3.2 of the R&TTE Directive 1999/5/EC. Its main purpose is to ensure radio equipment makes effective use of the allocated frequencies without causing harmful interference, facilitating interoperability and compliance within Europe’s regulatory framework.

Key Topics

  • Access Protocols: The standard details protocols for accessing and sharing radio channels among independent users, supporting both data and mixed speech/data communications.
  • Timing Requirements: Specifies minimum technical requirements for carrier sense delay, receiver opening delay, and other timing-related parameters, ensuring fair and interference-free channel access.
  • Protocol Elements: Describes the proper implementation and conformity assessment methods for protocol elements that govern channel access and occupation.
  • Compliance Testing: Outlines essential radio test suites and assessment procedures to verify conformity with timing and protocol requirements, in line with the R&TTE Directive.
  • Interference Avoidance: Focuses on measures and requirements that minimize the risk of harmful interference among users of shared radio spectrum.
  • Modular Structure: Integrates into a broader modular approach for standardization, supporting combinations of radio and telecommunications functionality in various types of equipment.

Applications

SIST EN 300 471-2:2001 is applicable to a wide range of professional land mobile radio equipment, especially those used in sectors such as public safety, transportation, utilities, and enterprise communications. It is particularly relevant for:

  • Digital and Analogue Radio Equipment: Supporting devices that operate in simplex or repeater modes on shared channels, whether for purely data or mixed voice/data applications.
  • Independent User Networks: Facilitates multiple user groups or organizations, without centralized control, to access and share radio frequencies according to common rules.
  • Spectrum Planning and Equipment Certification: Used by manufacturers and integrators to design, test, and certify products ensuring effective spectrum use and regulatory compliance.
  • Regulatory Conformity: Assists national regulators, network operators, and system integrators in assessing equipment compliance with European directives, particularly for Article 3.2 requirements concerning spectrum efficiency and interference prevention.

Related Standards

  • EN 300 471-1: Technical characteristics and methods of measurement for land mobile service equipment sharing channels (complementary to Part 2).
  • EN 300 113-1 & EN 300 113-2: Covers technical requirements and harmonized EN for radio equipment intended for data and speech transmission with antenna connectors.
  • EN 300 390-1 & EN 300 390-2: Standards for radio equipment transmitting data and speech using integral antennas.
  • Directive 1999/5/EC (R&TTE Directive): Establishes essential requirements for radio and telecommunications terminal equipment in the EU.
  • Relevant EMC and LV Directives: Addresses electromagnetic compatibility and safety requirements for electronic communications equipment.

By following SIST EN 300 471-2:2001, organizations ensure that their mobile radio equipment meets essential electromagnetic compatibility and spectrum sharing requirements, minimizes interference risks, and achieves compliance with key European regulatory frameworks. This harmonized approach boosts interoperability, market access, and efficient radio spectrum utilization across diverse industries.

Introduction
The present document specifies an access protocol and occupation rules for data communications on radio channels
shared by different users. It may be used for data communications over channels originally intended for speech use.
This standard gives freedom for the use of any bit rate, any constant envelope modulation or any type of protocol which
fulfils the normative parameters of the present document to access a shared radio channel.
The access protocol specified in the present document also permits the sharing of speech and data communication.
The present document is part of a set of standards designed to fit in a modular structure to cover all radio and
telecommunications terminal equipment under the R&TTE Directive [1].
Each standard is a module in the structure. The modular structure is shown in figure 1.

Explanation of figure 1
The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of this standard,
essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted,
and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified
by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment.
For article 3.1b the diagram shows the new single multi-part product EMC standard for radio, and the existing collection
of generic and product standards currently used under the EMC Directive [2]. The parts of this new standard will
become available in the second half of 2000, and the existing separate product EMC standards will be used until it is
available (at the time of publication of the present document, the part relating to the equipment covered by the present
document is part 5).
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive [3] and new
standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be
required.
The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. One or
several radio spectrum standards will apply if it is radio equipment. An article 3.3 standard will apply as well only if the
relevant essential requirement under the R&TTE Directive [1] is adopted by the Commission and if the equipment in
question is covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the
essential requirements under the R&
