Overview
SIST EN 300 130-1 V1.2.4:2005 defines the protocol specification for the Malicious Call Identification (MCID) supplementary service within the Integrated Services Digital Network (ISDN), specifically utilizing the Digital Subscriber Signalling System No. One (DSS1) protocol. This standard provides the stage 3 (protocol and switching functions) required for MCID support at designated ISDN interface points as offered by European public telecommunications operators. The main purpose is to ensure consistent implementation for equipment and networks supporting the MCID supplementary service, facilitating the identification and registration of incoming malicious calls across ISDN.
Key elements include updates to the normative references, ensuring alignment with the latest ISDN call control specifications (notably referencing EN 300 403 instead of older documents), and providing protocol requirements for interworking between public and private ISDN networks.
Key Topics
Malicious Call Identification (MCID) Service
Enables ISDN users to request identification and network registration of the source of incoming circuit-switched calls, improving protection against malicious or nuisance callers.DSS1 Protocol Specification
Outlines the requirements and procedures for MCID support over the Digital Subscriber Signalling System No. one (DSS1), the standard for digital signalling at the ISDN user-network interface.Operational and Coding Requirements
Defines how the MCID service can be invoked, normal and exceptional procedures, use of ASN.1 encoding for service messages, error handling (such as invalid call state or service interaction restrictions), and use of the FACILITY message within DSS1.Interworking and Service Interactions
Includes guidance on MCID service behavior in environments with private ISDNs and its interaction with other ISDN supplementary services.Normative Reference Updates
Brings referenced core ISDN specifications (from ETS 300 102-1 and associated I-ETSs) in line with the more current EN 300 403 series, supporting modern network deployments.
Applications
The MCID supplementary service as specified in SIST EN 300 130-1 V1.2.4:2005 is valuable for:
Public Telecommunication Operators
Ensuring a standardized approach to MCID enables operators to offer customers reliable protection against malicious calls and compliance with regulatory requirements.ISDN Equipment Manufacturers
Device and system vendors can implement interoperable MCID features, supporting deployment in public and private ISDN networks.Enterprise Communication Networks
Businesses using ISDN services can benefit from consistent MCID support, enhancing security across their digital voice networks.Network Interoperability
The standardized signaling and error handling ensures MCID works seamlessly across interconnected ISDN networks, both public and private.Regulatory Compliance
Implementation following this standard underpins adherence to regulations related to nuisance call management and caller identification obligations.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 1 of a multi-part standard covering the Digital Subscriber Signalling System No. one (DSS1)
protocol specification for the Integrated Services Digital Network (ISDN) Malicious Call Identification (MCID)
supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the user";
Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
In accordance with CCITT Recommendation I.130, the following three level structure is used to describe the
supplementary telecommunication services as provided by European public telecommunications operators under the pan-
European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's stand-point;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service described
in stage 1.
The present document details the stage 3 aspects (signalling system protocols and switching functions) needed to support
the Malicious Call Identification (MCID) supplementary service. The stage 1 and stage 2 aspects are detailed in
ETS 300 128 and ETS 300 129, respectively.
The present version updates the references to the basic call specifications.

6 EN 300 130-1 V1.2.4 (1998-06)
1 Scope
This first part of EN 300 130 specifies the stage three of the Malicious Call Identification (MCID) supplementary service
for the pan-European Integrated Services Digital Network (ISDN) as provided by European public telecommunications
operators at the T reference point or coincident S and T reference point (as defined in CCITT Recommendation I.411 [1])
by means of the Digital Subscriber Signalling System No. one (DSS1) protocol. Stage three identifies the protocol
procedures and switching functions needed to support a telecommunication service (see CCITT Recommendation
I.130 [2]).
In addition the present document specifies the protocol requirements at the T reference point where the service is
provided to the user via a private ISDN.
The present document does not specify the additional protocol requirements where the service is provided to the user via
a telecommunications network that is not an ISDN.
The MCID supplementary service enables a user to request that the source of an incoming call is identified and registered
in the network.
The MCID supplementary service is applicable to all circuit-switched telecommunication services.
Further parts of the present document specify the method of testing required to identify conformance to the present
document.
The present document is applicable to equipment supporting the MCID supplementary service, to be attached at either
side of a T reference point or coincident S and T reference point when used as an access to the public ISDN.
