Electrical accessories - Portable residual current devices without integral overcurrent protection for household and similar use (PRCDs)

Applies to portable devices consisting of a plug, a residual current device (RCD) and one or more socket-outlets or a provision for connection. They do not incorporate overcurrent protection. They are intended for single-phase circuits for rated currents not exceeding 16 A for rated voltages not exceeding 250 V a.c., or for rated current not exceeding 32 A for rated voltages not exceeding 130 V a.c. to earth.

Foreword
After publication of IEC 61540:1997, Portable residual current devices without integral overcurrent protection
for household and similar use (PRCDs), the Secretariat Enquiry CLC/TC 23E(SEC)64 was launched. The

comments of the national committees were considered at the 14 meeting of CLC/TC 23E, where it was
decided to ask the CENELEC Technical Board for permission to prepare common modifications in the form
of a Harmonization Document (HD), a European Standard (EN) being not possible because the
requirements related to the plug and socket-outlet parts of PRCDs make reference to national standards.
This decision was approved by in July 1999 by the 100 BT, who recalled that the HD can only be included in
the list of publications ensuring compliance with the 73/23/EEC directive (see BT decisions D100/076 and
D100/077).
A draft containing common modifications to the text of IEC 61540:1997 and its amendment 1:1998 was
submitted to the formal vote and was approved by CENELEC as HD 639 S1 on 2001-07-01.
The following dates were fixed:
– latest date by which the existence of the HD
has to be announced at national level (doa) 2001-12-31
– latest date by which the HD has to be implemented
at national level by publication of a harmonized
national standard or by endorsement (dop) 2002-10-01
– latest date by which the national standards conflicting
with the HD have to be withdrawn (dow) 2005-06-01
Annexes designated "normative" are part of the body of the standard.
In this standard, annexes A, B, C, D, ZA and ZB are normative.
Annexes ZA and ZB have been added by CENELEC.
In this standard, the following print types are used:
- requirements: in roman type;
- test specifications: in italic type;
- notes: in smaller roman type.

ratio of the test chamber to the test samples shall be greater than 50.
The PRCDs are in the ON-position without load.
Within 6 h the ambient air temperature is reduced to - 25 °C ± 2 °C without any supply of
humidity and is kept at this value for 6 h. Within the next 6 h the temperature is increased to
+ 23 °C ± 2 °C and the relative humidity is increased to 93 % ± 3 %.
These values are again kept for 6 h (end of first cycle).
This cycle (see Figure 27) is performed five times. During these cycles the PRCDs shall not trip.
Immediately after the last 6 h period at - 25 °C ± 2 °C a residual current is passed through any
one pole of each PRCD.
The PRCD shall trip within 0,3 s
- at an alternating residual current of 1,25 I and

- at a pulsating residual current (one-way rectification, α = 0°el) of 1,25 x 1,4 I for PRCDs

the test of its incorporated plug.

Special national condition: National characteristic or practice that cannot be changed even over a long
period, e.g. climatic conditions, electrical earthing conditions. If it affects harmonization, it forms part of the
European Standard or Harmonization Document.
For the countries in which the relevant special national conditions apply these provisions are normative, for
other countries they are informative.

PRCDs not complying with the Norwegian additional requirement in subclause 9.32 shall be
marked with:

This information shall be clearly visible when the PRCD is in normal use.

FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, the IEC publishes International Standards. Their preparation is
entrusted to technical committees; any IEC National Committee interested in the subject dealt with may
participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization
for Standardization (ISO) in accordance with conditions determined by agreement between the two
organizations.
2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an
international consensus of opinion on the relevant subjects since each technical committee has representation
from all interested National Committees.
3) The documents produced have the form of recommendations for international use and are published in the form

International Standard IEC 61540 has been prepared by subcommittee 23E: Circuit-breakers
and similar equipment for household use, of IEC technical committee 23: Electrical accessories.
This consolidated version of IEC 61540 consists of the first edition (1997) [documents
23E/263/FDIS and 23E/305/RVD] and its amendment 1 (1998) [documents 23E/355/FDIS and
23E/361/RVD].
The technical content is therefore identical to the base edition and its amendment and has
been prepared for user convenience.
It bears the edition number 1.1.
A vertical line in the margin shows where the base publication has been modified by
amendment 1.
Annexes A, B, C and D form an integral part of this standard.
In this standard, the following print types are used:

1 Scope
This International Standard applies to portable devices for household and similar uses
(hereafter referred to as portable residual current devices (PRCDs), consisting of a plug, a
residual current device (RCD) and one or more socket-outlets or a provision for connection,
functionally independent of, or functionally dependent on, line voltage. They do not incorporate
overcurrent protection. They are intended for single-phase circuits for rated currents not
exceeding 16 A for rated voltages not exceeding 250 V a.c., or for rated current not exceeding
32 A for rated voltages not exceeding 130 V a.c. to earth. They are intended to provide
protection against shock hazard in case of direct contact, in addition to the protection provided
by the fixed installations for the circuit downstream.
PRCDs have a rated residual operating current not exceeding 0,03 A.
They ensure tripping in case of residual alternating currents and residual pulsating direct
currents, whether suddenly applied or slowly rising (see 8.15).
Plugs and socket-outlets will comply with the relevant standards.
This standard applies to portable devices performing simultaneously the functions of detection
of the residual current, of comparison of the value of this current with the residual operating
value and of opening of the protected circuit when the residual current exceeds this value.
They are not intended to be used as parts of fixed installations. Their connecting means may
be plugs, socket-outlets, terminals or cords.
NOTE 1 – The requirements for PRCDs are in line with the general requirements of IEC 61008-1. PRCDs are
essentially intended to be operated by unskilled persons and designed not to require maintenance. They may be
submitted for certification purposes.
NOTE 2 – The RCD part of the PRCD is not intended to provide isolation which may be provided by the plug.
NOTE 3 – The use of an integral fuse is permitted, if necessary, for the relevant plug and socket-outlet system.
