Overview

SIST EN 301 502:2001 is a harmonized European Standard that specifies the essential technical requirements for base station and repeater equipment used in the Global System for Mobile Communications (GSM). The standard aligns with Article 3.2 of the R&TTE Directive (now replaced by RED), focusing on the effective use of the radio frequency spectrum to avoid harmful interference in GSM networks. Developed by the European Telecommunications Standards Institute (ETSI) and adopted as a Slovenian standard by SIST, this document is based on GSM Release 1998 (GSM 13.21 version 7.0.1) and covers minimum performance criteria for GSM900 and DCS1800 systems.

Key Topics

  • Scope of Coverage: The standard addresses performance requirements specifically for:
    • GSM base station systems
    • GSM repeater equipment
  • Frequency Bands: Applicable for equipment operating within GSM900 and DCS1800 frequency bands.
  • Essential Requirements: The focus is on strict adherence to Article 3.2 of the R&TTE Directive, ensuring that equipment:
    • Effectively uses allocated radio spectrum
    • Minimizes or avoids causing harmful interference
  • Technical Performance Criteria:
    • Phase error and mean frequency error
    • Mean transmitted RF carrier power and carrier power versus time
    • Adjacent channel power and spurious emissions
    • Intermodulation attenuation
    • Sensitivity levels
    • Blocking characteristics and AM suppression
    • Out-of-band gain and frequency errors for repeater equipment

Applications

The practical value of SIST EN 301 502:2001 lies in its role as a reference for manufacturers, integrators, and network operators involved in GSM infrastructure. The standard is essential for:

  • Equipment Manufacturers: Ensuring that GSM base stations and repeaters meet harmonized European requirements, allowing for CE marking and market access across the EU.
  • Network Operators: Guaranteeing interoperability and electromagnetic compatibility (EMC) within GSM networks, leading to efficient spectrum utilization.
  • Regulatory Compliance: Providing a basis for conformity assessment under the R&TTE Directive, aiding compliance with European regulatory frameworks.
  • Product Development: Assisting in the design, development, and testing phases by serving as a checklist for minimum performance standards and test procedures for GSM infrastructure equipment.

Related Standards

To achieve comprehensive compliance and ensure optimal performance, the following standards are commonly referenced alongside SIST EN 301 502:2001:

  • EN 301 087: Covers detailed radio requirements for GSM base station equipment.
  • ETS 300 609-4: Specifies technical requirements for GSM repeaters.
  • R&TTE Directive (1999/5/EC): Legal framework for radio equipment, since replaced by the Radio Equipment Directive (RED).
  • EN 301 511: Addresses GSM mobile station (handset) requirements.
  • EN 301 489 series: Addresses electromagnetic compatibility requirements for radio and telecommunications equipment.

Conclusion

SIST EN 301 502:2001 is a foundational harmonized standard for manufacturers and service providers, ensuring GSM base stations and repeaters meet European technical and regulatory requirements for spectrum use and interference prevention. By aligning with this standard, GSM equipment gains access to the European market while supporting robust, interference-free cellular networks. For any organization involved in GSM deployment, adhering to this standard is essential for achieving compliance, interoperability, and optimal network performance.

Foreword
This Candidate Harmonized European Standard (Telecommunications series) has been produced by the Special Mobile
Group (SMG).
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC laying down a procedure for the provision of information in the field of technical
standards and regulations.
The present document is intended to become a Harmonized Standard, the reference of which will be published in the
Official Journal of the European Communities referencing the Directive 1999/5/EC [1] of the European Parliament and
of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive").
The present document covers the general access requirements for base station and repeater equipment for Phase 2 and
Phase 2+ Releases 1996, 1997 and 1998.
The present document is based on EN 301 087 (GSM 11.21) [2] and ETS 300 609-4 (GSM 11.26) [3].
The contents of the present document may be subject to continuing work within SMG and may change following formal
SMG approval. Should SMG modify the contents of the present document it will then be re-submitted for formal
approval procedures by ETSI with an identifying change of release date and an increase in version number as follows:
Version 7.x.y
where:
7 GSM Phase 2+ Release 1998.
x the second digit is incremented for changes of substance, i.e. technical enhancements, corrections, updates,
etc.
y the third digit is incremented when editorial only changes have been incorporated in the specification.
