Overview
SIST EN 300 433-2 V1.3.1:2011 is a harmonized European standard addressing electromagnetic compatibility (EMC) and radio spectrum matters for Citizens’ Band (CB) radio equipment. This standard, developed by the Slovenski inštitut za standardizacijo (SIST) and aligned with ETSI EN 300 433-2, covers the essential requirements of Article 3.2 of the R&TTE Directive (1999/5/EC). Its primary purpose is to ensure CB radio transmitters and receivers operate reliably, efficiently use the assigned radio spectrum, and avoid causing harmful interference.
The 2011 revision brings the standard in line with the latest directives for harmonized ENs (HENs), updates test strategies, and expands support to include FM modulation. These enhancements simplify the conformity assessment process for combined AM/FM CB radio equipment.
Key Topics
- Scope: Applies to CB radio transmitters and receivers (AM, FM, SSB, DSB) operating from 26.960 MHz to 27.410 MHz with 10 kHz channel spacing, used for analogue speech and/or data transmission.
- Supported Equipment:
- Base stations
- Mobile stations
- Handheld portable stations (with specific connector configurations)
- Technical Requirements:
- Frequency error
- Transmitter power output
- Maximum permissible frequency deviation
- Adjacent channel power
- Unwanted emissions (spurious domain)
- Transient behaviour during keying
- Receiver spurious radiations
- Testing Procedures:
- Standardized environmental conditions
- Detailed methods for measurement and compliance
- Clear criteria and uncertainty reporting
- Conformity Assessment:
- Essential test suites outlined for all key parameters, making the route to CE marking more straightforward
Applications
SIST EN 300 433-2 V1.3.1:2011 is crucial in the design, manufacturing, and testing of CB radio equipment intended for sale or use in the European Union. Typical applications include:
- CB Radio Manufacturing: Ensures products meet regulatory requirements for frequency usage, power, and emissions before entering the EU market.
- Product Compliance Testing: Used by laboratories and certification bodies to verify conformance with EMC and radio spectrum essential requirements.
- Market Access: Provides a presumption of conformity for the R&TTE Directive, facilitating the CE marking process and legal market entry for CB products.
- Interoperability and Interference Reduction: Assures radios coexist harmoniously in the crowded 27 MHz band, reducing the risk of interference with other users and services.
By incorporating support for FM modulation, the standard enables more versatile CB radios and a simpler path for conformity assessment of dual-mode (AM/FM) equipment.
Related Standards
For full compliance and robust product design, SIST EN 300 433-2 should be considered alongside these related standards and regulations:
- SIST EN 300 433-1: Technical characteristics and measurement methods for CB equipment.
- Directive 1999/5/EC (R&TTE Directive): Essential requirements for radio and telecommunications terminal equipment.

Foreword
This final draft Harmonized European Standard (EN) has been produced by ETSI Technical Committee
Electromagnetic compatibility and Radio spectrum Matters (ERM), and is now submitted for the Vote phase of the
ETSI standards Two-step Approval Procedure.
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC [i.1] (as amended) laying down a procedure for the provision of information in the
field of technical standards and regulations.
The title and reference to the present document are intended to be included in the publication in the Official Journal of
the European Union of titles and references of Harmonized Standard under the Directive 1999/5/EC [i.2].
See article 5.1 of Directive 1999/5/EC [i.2] for information on presumption of conformity and Harmonised Standards or
parts thereof the references of which have been published in the Official Journal of the European Union.
The requirements relevant to Directive 1999/5/EC [i.2] are summarised in annex A.
The present document is part 2 of a multi-part deliverable covering Citizens' Band (CB) radio equipment, as identified
below:
Part 1: "Technical characteristics and methods of measurement";
Part 2: "Harmonized EN covering the essential requirements of article 3.2 of the R&TTE Directive".
Significant changes from the previous version of the harmonised standard are: the standard includes angle modulated
CB equipment and the adaption of maximum transmitter power levels.
Proposed national transposition dates

Date of latest publication of new National Standard
or endorsement of this EN (dop/e): 6 months after doa
Date of withdrawal of any conflicting National Standard (dow): 18 months after doa
Introduction
The present document is part of a set of standards developed by ETSI and is designed to fit in a modular structure to
cover all radio and telecommunications terminal equipment within the scope of the R&TTE Directive [i.2]. The
modular structure is shown in EG 201 399 [i.3].

1 Scope
The present document covers the technical requirements for transmitters and receivers used in stations of angle
modulated, Double Side Band (DSB) modulated and/or Single Side Band (SSB) modulated Citizens' Band (CB) radio
equipment operating in all or part of the frequency band 26,960 MHz to 27,410 MHz with a channel spacing of 10 kHz,
and intended for analogue speech and/or data transmission.
Citizens' Band radio equipment operation is in accordance with Draft ECC Decision on the harmonised use of
frequencies for Citizens' Band (CB) radio equipment [i.5].
The equipment operates on one or more channels of the carrier frequencies as shown in table 1.
