Overview
SIST EN 301 082 V1.1.1:2005 defines the stage 1 service description for the Fixed Outgoing Call Barring (OCB-F) supplementary service within the Integrated Services Digital Network (ISDN). This European Standard, adopted by the Slovenian Institute for Standardization (SIST), specifies OCB-F as a means to restrict specific outgoing calls at the request of the subscriber or service provider. The standard focuses on the functional description from the user’s perspective without specifying technical implementation or user interface details.
The OCB-F supplementary service is designed to enhance security, cost control, and regulatory compliance for organizations and individuals by allowing the selective barring of certain call types, such as international or premium-rate numbers. The service applies to both public and private ISDN networks, ensuring consistent operational behavior and interworking.
Key Topics
- Outgoing Call Barring (OCB-F): A supplementary service that restricts certain types of outgoing calls as configured by the service provider, based on the subscriber's requirements.
- Usability: OCB-F does not impact the ability to receive incoming calls; it only affects outgoing calls from specified ISDN numbers or accesses.
- Barring Programs: Defined sets of call types (e.g., national, international, premium-rate) that may be collectively or individually barred.
- Provision and Activation: Service is initiated and managed by the service provider. Users cannot independently activate or deactivate OCB-F; program parameters are set during subscription.
- Service Scope: The OCB-F supplementary service can be applied per ISDN number or to the whole access, and it may be configured for specific time periods (e.g., certain times of day).
- Interworking: Includes requirements for operation in both public and private ISDN environments, and outlines integration with non-ISDN networks.
- Interactions with Other Services: OCB-F is designed to interact predictably with other ISDN supplementary services, such as call forwarding, call waiting, and number identification services.
Applications
- Business and Enterprise Networks: Organizations can use OCB-F to prevent unauthorized or cost-intensive calls, enhancing both security and control over telecommunications expenses.
- Public Sector and Regulatory Compliance: Service providers can configure OCB-F in line with national regulations to restrict calls to prohibited destinations or services.
- Residential Users: Households may employ OCB-F to limit outgoing calls from specific lines, preventing accidental or unauthorized calls to certain number types (such as international or premium-rate services).
- Private ISDN Deployments: The standard addresses interworking with private ISDNs, enabling consistent outgoing call barring behavior across enterprise and public network environments.
- Custom Schedules: Organizations can define barring schedules to restrict calls during non-business hours or specific days, further aligning phone usage with security policies.

Adoption of SIST EN 301 082 ensures a structured approach to outgoing call control within ISDN networks, contributing to secure and efficient telecommunications management for both service providers and end users. This standard is essential for network operators and organizations seeking to deploy compliant and robust call barring functionality within digital network environments.

1 Scope
The present document defines the stage one of the Fixed Outgoing Call Barring (OCB-F) supplementary service for the
pan-European Integrated Services Digital Network (ISDN) as provided by European telecommunication operators.
Stage one is an overall service description from the user's point of view (see CCITT Recommendation I.130 [1]), but
does not deal with the details of the human interface itself.
The present document defines the interworking requirements of private ISDNs with the public ISDN.
In addition, the present document specifies the base functionality where the service is provided to the user via a private
ISDN.
The present document does not specify the additional requirements where the service is provided to the user via
telecommunications network that is not an ISDN but does include interworking requirements of other networks with the
public ISDN.
Interactions with supplementary services not listed in clause 8 and other services not listed in clause 9 are outside the
scope of the present document.
Charging principles are outside the scope of the present document.
The OCB-F supplementary service enables calls belonging to certain types to be rejected when they are originated by
the served user. The served user's ability to receive incoming calls is unaffected by the OCB-F supplementary service.
The OCB-F supplementary service operates according to the requirements specified by the user on provision and it
cannot be activated or deactived under the control of the user.
NOTE: Barring of certain types of calls by the network provider due to national legislation, regulations or for any
other reason, are out of the scope of this service.
The OCB-F supplementary service is applicable to all circuit-switched telecommunication services.
The present document is applicable to the stage two and stage three standards for the ISDN OCB-F supplementary
service. The terms "stage two" and "stage three" are also defined in CCITT Recommendation I.130 [1]. Where the text
indicates the status of a requirement (i.e. as strict command or prohibition, as authorization leaving freedom, or as a
capability or possibility), this shall be reflected in the text of the relevant stage two and stage three standards.
Furthermore, conformance to the present document is met by conforming to the stage three standards with the field of
application appropriate to the equipment being implemented. Therefore, no method of testing is provided for the present
document.
