Overview

SIST ETS 300 723 E1:2003 outlines the general description of Enhanced Full Rate (EFR) speech processing functions in the Global System for Mobile communications (GSM). Developed by SIS (Slovenski inštitut za standardizacijo) and based on ETSI documentation (GSM 06.51), this European Telecommunication Standard acts as an introduction to a suite of related standards covering speech processing in the EFR channel of the GSM system. It provides an essential overview for system vendors, network operators, and developers involved in GSM voice transmission, referencing core documents with detailed technical specifications.

Enhanced Full Rate (EFR) was designed to improve voice quality in digital cellular communication. The functions described in this standard are critical to ensuring the robust and clear delivery of speech over mobile networks.

Key Topics

  • General Configuration of Speech Processing: Introduces the complete speech path in GSM EFR, from mobile station audio input/output to the public switched telephone network (PSTN).
  • EFR Speech Channel Transcoding: Explains the encoding and decoding process for EFR speech, referencing algorithms such as ACELP (Algebraic Code Excited Linear Prediction) for efficient voice compression and reconstruction.
  • Discontinuous Transmission (DTX): Discusses mechanisms for reducing transmission during silent periods, thereby increasing spectral efficiency and extending mobile device battery life.
  • Voice Activity Detection (VAD): Details the process by which the system distinguishes between speech and background noise, enabling effective DTX operation.
  • Comfort Noise Insertion: Describes methods for synthesizing artificial background noise during silent transmission periods to maintain user comfort and intelligibility.
  • Lost Speech Frame Substitution and Muting: Outlines strategies for handling lost or corrupted frames in transmission, including frame substitution and muting, to mask the effects of transmission errors.
  • Codec Homing Functions: Introduces bit exact arithmetic and homing procedures for ensuring consistent conformance testing and system reset, supporting equipment type approval and remote maintenance.

Applications

The standard plays a vital role in:

  • GSM Mobile Network Infrastructure: Ensuring interoperability and consistent voice quality across different network vendors and service providers.
  • Mobile Device Development: Providing guidelines for handset manufacturers to implement EFR speech codecs in compliance with GSM specifications.
  • Network Testing and Maintenance: Enabling operators and test equipment vendors to verify the correct implementation of EFR-related speech processing functions through homing and compliance tests.
  • Operational Efficiency: Supporting features like discontinuous transmission for reduced power consumption and interference on the radio interface, directly impacting end-user experience and network performance.

Related Standards

SIST ETS 300 723 E1:2003 serves as an introduction and reference point for several related standards, each detailing specific aspects of EFR speech processing within GSM:

  • GSM 06.60 / ETS 300 726: Enhanced Full Rate speech transcoding details.
  • GSM 06.61 / ETS 300 727: Substitution and muting of lost EFR speech frames.
  • GSM 06.62 / ETS 300 728: Comfort noise aspects for EFR speech channels.
  • GSM 06.81 / ETS 300 729: Discontinuous transmission (DTX) specifics for EFR.
  • GSM 06.82 / ETS 300 730: Voice Activity Detector (VAD) for EFR channels.
  • GSM 06.53 / ETS 300 724: ANSI-C code for the EFR speech codec.
  • GSM 06.54 / ETS 300 725: Test vectors for EFR codec validation.

These standards together ensure a complete and standardized implementation of enhanced speech services in the GSM network, fostering reliable and high-quality digital voice communication.

4 General
Figure 1 presents a reference configuration where the various speech processing functions are identified.
In this figure, the relevant ETSs for each function are also indicated.
In figure 1, the audio parts including analogue to digital and digital to analogue conversion are included, to
show the complete speech path between the audio input/output in the Mobile Station (MS) and the digital
interface of the PSTN. The detailed specification of the audio parts are contained in GSM 03.50
(ETS 300 540) [2]. These aspects are only considered to the extent that the performance of the audio
parts affect the performance of the speech transcoder.
