Overview
SIST EN 300 903 V8.0.1:2003 details the transmission planning aspects for speech services in GSM (Global System for Mobile Communications) Public Land Mobile Networks (PLMN), specifically aligned with GSM Phase 2+ Release 1999. Published and maintained by the Slovenski inštitut za standardizacijo (SIST) and harmonized with the European EN 300 903 standard, this document guides operators and network planners in achieving high-quality speech transmission across GSM networks. The standard balances technical requirements and economic constraints to ensure proper integration with national and international Public Switched Telephone Networks (PSTN), helping maximize quality while supporting interoperability between digital cellular and fixed phone networks.
Key Topics
Transmission Planning in GSM PLMN
- Network Configurations: Defines reference connections and models of PLMN, providing guidance on interfaces and connection variants crucial for effective speech services.
- Transmission Performance: Addresses essential speech quality parameters including loudness rating, delay, echo, clipping, noise, sensitivity, distortion, and crosstalk relevant to handset, handsfree, and headset mobile stations.
- Delay and Echo Control: Explains sources and effects of delay, allocation of delay across PLMN segments, and strategies for managing both electrical and acoustic echo across the network.
- Noise Management: Covers idle channel noise, noise contrast issues, and mitigation strategies such as comfort noise insertion or limiting received noise.
- Test Requirements: Outlines normative and informative guidelines for testing transmission characteristics, including required acoustic test setups and measurement procedures for loudness, sensitivity, frequency response, and delay.
Applications
Practical value for operators, engineers, and vendors:
- Mobile Network Deployment: Essential for GSM mobile network operators planning new installations or upgrades to ensure speech quality aligns with international best practices.
- Interoperability with PSTN: Offers minimum requirements and strategies for harmonizing mobile and fixed network speech transmission, minimizing degradation in end-to-end voice quality even across heterogeneous systems.
- Quality Assurance and Testing: Provides criteria and procedures for manufacturers and service providers to test handsets and network equipment, ensuring ongoing compliance with global GSM voice transmission standards.
- Optimization of User Experience: By addressing delay, echo, noise, and loudness, the standard supports improved conversational quality for end users in voice-centric services.
Related Standards
The effectiveness of SIST EN 300 903 V8.0.1:2003 is supported by several key related GSM and telecommunications standards:
- GSM Series: GSM 03.04 (Signaling for call routing), GSM 06.01 (Full rate speech processing), GSM 06.10 (Speech transcoding), GSM 06.12 (Comfort noise), GSM 06.32 (Voice Activity Detection), among others.
- ITU-T Recommendations: G.103 (Hypothetical Reference Connections), G.111 (Loudness Ratings), G.114 (One-way Propagation Time), G.165 (Echo Cancellers), G.703 (Physical/Electrical Characteristics).
- ISDN: I-ETS 300 245-2 (Technical characteristics of telephony terminals).
- Acoustic Testing: ITU-T P.50 (Artificial voices), P.57 (Artificial ears), P.64 (Sensitivity/frequency characteristics), P.76 (Loudness ratings).
Implementing and aligning with these related standards ensures broad compatibility and optimal performance for GSM voice services, helping mobile operators meet both regulatory requirements and end-user expectations.
