Overview
SIST EN 300 098-1 V1.2.4:2005 is a European standard developed by the Slovenian Institute for Standardization (SIST) and is technically aligned with EN 300 098-1. This document specifies the protocol for the Connected Line Identification Restriction (COLR) supplementary service within the Integrated Services Digital Network (ISDN), using the Digital Subscriber Signalling System No. one (DSS1) protocol. The purpose of COLR is to allow the connected party to prevent their ISDN number from being presented to the calling party on all circuit-switched telecommunications services. This standard is crucial for ensuring privacy and controlling the dissemination of network user identities in ISDN networks.
A key update in this version includes revised normative references, now pointing from ETS 300 102-1 and associated I-ETSs to ETS 300 403, ensuring alignment with the latest base call control specifications.
Key Topics
Scope & Applicability
- Applicable to pan-European ISDN as provided by public telecommunications operators at the T or coincident S and T reference point, as defined in CCITT Recommendation I.411.
- Specifies only the protocol procedures and requirements for environments where the service is provided to ISDN users, not non-ISDN networks.
COLR Supplementary Service
- Enables ISDN subscribers to restrict the presentation of their connected line identification to the calling party.
- Does not impact the forwarding of the connected number within the network for basic service processes.
Protocol Specification & Operation
- Details the required procedures, signalling, and switching functions for effective implementation of COLR using DSS1.
- Defines requirements for both the originating and destination network sides, including appropriate message indicators and handling.
- Ensures compatibility for terminals across public and private ISDNs.
Privacy and Information Restriction
- Ensures compliance with privacy regulations by restricting connected line information according to user subscription - on a permanent or per-call basis.
Referenced Standards
- Aligns protocol requirements with EN 300 403-1 for basic call control, keeping the implementation current and interoperable.
Applications
Implementation of SIST EN 300 098-1 is essential for:
Telecommunications Providers
- Deploying ISDN services that offer privacy features and supplementary services in line with European regulatory frameworks.
- Ensuring network compatibility and seamless operation of COLR across public ISDN infrastructures.
ISDN Equipment Manufacturers
- Developing terminal equipment and network elements that fully support COLR functionalities and interoperate with both public and private networks.
- Guaranteeing compatibility with other supplementary ISDN services by adhering to integrated signalling protocol requirements.
Private and Enterprise Networks
- Integrating and aligning private ISDN solutions with public ISDN standards for consistent implementation of line identification restrictions.
- Facilitating secure, privacy-aware communication environments, particularly where sensitive user information needs to be protected.
Related Standards
Organizations implementing SIST EN 300 098-1 V1.2.4:2005 should consider the following related ISDN and telecommunications standards:
- EN 300 403-1: ISDN DSS1 protocol - Signalling for basic call control.
- EN 300 195-1: ISDN supplementary service interactions and protocol.
- EN 300 097-1: ISDN Connected Line Identification Presentation (COLP) supplementary service protocol.
- ETS 300 095: ISDN COLR supplementary service - Service description.
- CCITT Recommendations: I.130, I.411, I.112, and E.164 for ISDN configurations, terminology, and numbering.
- ETS 300 191: Protocols for ISDN identification supplementary services at the S-reference point (especially for private networks).
By following SIST EN 300 098-1 V1.2.4:2005, organizations ensure robust, privacy-driven ISDN services with full compatibility and future-proof interoperability across the telecommunications sector.

Foreword
This European Standard (Telecommunications series) has been produced by ETSI Technical Committee Signalling
Protocols and Switching (SPS).
The present document is part 1 of a multi-part standard covering the Digital Subscriber Signalling System No. one
(DSS1) protocol specification for the Integrated Services Digital Network (ISDN) Connected Line Identification
Restriction (COLR) supplementary service, as described below:
Part 1: "Protocol specification";
Part 2: "Protocol Implementation Conformance Statement (PICS) proforma specification";
Part 3: "Test Suite Structure and Test Purposes (TSS&TP) specification for the user";
Part 4: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the user";
Part 5: "Test Suite Structure and Test Purposes (TSS&TP) specification for the network";
Part 6: "Abstract Test Suite (ATS) and partial Protocol Implementation eXtra Information for Testing (PIXIT)
proforma specification for the network".
In accordance with CCITT Recommendation I.130, the following three level structure is used to describe the
supplementary telecommunications services as provided by European public telecommunications operators under the
pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service described in
stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the service
described in stage 1.
The present document details the stage three aspects (signalling system protocols and switching functions) needed to
support the Connected Line Identification Restriction (COLR) supplementary service. The stage one and stage two
aspects are detailed in ETS 300 095 and ETS 300 096, respectively.
The present version updates the references to the basic call specifications.

1 Scope
This first part of EN 300 098 specifies stage three of the Connected Line Identification Restriction (COLR)
supplementary service for the pan-European Integrated Services Digital Network (ISDN) as provided by European
public telecommunications operators at the T reference point or coincident S and T reference point (as defined in
CCITT Recommendation I.411 [1]) by means of the Digital Subscriber Signalling System No. one (DSS1). Stage three
identifies the protocol procedures and switching functions needed to support a telecommunications service (see CCITT
Recommendation I.130 [2]).
In addition the present document specifies the protocol requirements at the T reference point where the service is
provided to the user via a private ISDN.
The present document does not specify the additional protocol requirements where the ser
