Overview
SIST EN 300 676-2 V2.1.1:2016 is a harmonised European standard specifying the essential requirements for ground-based VHF hand-held, mobile, and fixed radio transmitters, receivers, and transceivers used in the VHF aeronautical mobile service using amplitude modulation (AM). Covering equipment intended to operate within the 118 MHz to 136.975 MHz aeronautical frequency band, this standard ensures that these radios efficiently use the radio spectrum and prevent harmful interference, in compliance with Article 3.2 of Directive 2014/53/EU (Radio Equipment Directive).
This standard is critical for manufacturers, operators, and suppliers of VHF aeronautical radios, ensuring regulatory compliance, interoperability, and spectrum efficiency within ground-based communication systems for civil aviation.
Key Topics
This standard addresses the following important areas:
- Scope of Applicability:
- Covers ground-based stations, ground mobile units, ground-based direction finders, and hand-held radios operating in the aeronautical VHF band.
- Spectrum Efficiency and Interference Prevention:
- Defines construction and performance criteria to ensure radios make efficient use of radio spectrum and do not cause harmful interference.
- Transmitter and Receiver Requirements:
- Specifies technical requirements related to frequency error, carrier power, adjacent channel power, spurious emissions, intermodulation attenuation, keying transient behaviour, and cabinet radiation for transmitters.
- Specifies requirements for sensitivity, adjacent channel rejection, spurious response rejection, intermodulation response rejection, blocking/desensitization, conducted spurious emissions, cross modulation rejection, and cabinet radiation for receivers.
- Conformance Testing:
- Details methods for environmental testing, interpretation of measurement results, and conformance test procedures in conjunction with referenced measurement standards.
- Compliance with European Directives:
- Addresses obligations under Directive 2014/53/EU as well as relevant interoperability and aviation safety regulations.
Applications
Practical uses of SIST EN 300 676-2 V2.1.1:2016 include:
- Civil Aviation Ground Communications:
- Ensures reliable, spectrum-efficient operation of radios at airports, air traffic control towers, and in ground handling vehicles.
- Regulatory Compliance:
- Provides a framework for manufacturers to demonstrate compliance with essential European requirements for radio spectrum use and interoperability.
- Safety and Interference Mitigation:
- Reduces the risk of harmful interference between different radio systems and supports the safe functioning of air traffic services and ground operations.
- Market Access:
- Facilitates the marketing and deployment of VHF AM radio equipment throughout the European Union by providing a harmonised means of compliance.
Related Standards
- ETSI EN 300 676-1:
- Technical characteristics and methods of measurement for ground-based VHF aeronautical radio equipment.
- ETSI EN 300 113-1:
- Specifications for land mobile service radios, including test methods for electromagnetic compatibility and radio spectrum matters.

channel spacing of 25 kHz intended for ACARS data communication. The current version includes necessary changes
due to adaption to the new Radio Equipment Directive.
ETSI
7 ETSI EN 300 676-2 V2.1.1 (2015-12)
1 Scope
The present document applies to ground based stations, ground mobile, ground-based direction finders and hand held
radios for ground use. These radio equipment types are capable of operating in all or any part of the Aeronautical
frequency band- between 118 MHz and 136,975 MHz.
The present document contains requirements to demonstrate that ". Radio equipment shall be so constructed that it both
effectively uses and supports the efficient use of radio spectrum in order to avoid harmful interference" [i.1].
In addition to the present document, other ENs that specify technical requirements in respect of essential requirements
under other parts of article 3 of the Directive 2014/53/EU [i.1] as well as essential requirements under the SES
Interoperability Regulation 552/2004 [i.2] and related implementing rules and/or essential requirements under the
EASA basic regulation 216/2008 [i.5] may apply to equipment within the scope of the present document.
