Overview

SIST I-ETS 300 245-8 E1:2003 is a Slovenian standard that specifies the technical characteristics for telephony terminals operating on the Integrated Services Digital Network (ISDN), particularly focusing on speech transmission when using Low-Delay Code-Excited Linear Prediction (LD-CELP) speech coding at 16 kbit/s.

This standard aligns with international recommendations, especially ITU-T G.728, and outlines the necessary requirements to ensure high-quality speech communication in digital environments where efficient bandwidth use and low transmission delay are critical. The specifications apply to terminals operating at the ISDN basic access S and T reference points and are intended to guarantee effective interoperability and performance within digital telephony networks.

Key Topics

  • ISDN Telephony Terminals: Focuses on digital telephony devices configured for ISDN basic access.
  • Speech Coding Algorithm: Specifies the use of LD-CELP at 16 kbit/s, as defined in ITU-T G.728, which is known for its low algorithmic delay and efficiency.
  • Transmission Characteristics: Addresses requirements for sending and receiving loudness, speech delay, and performance under different modes, such as handset and loudspeaking.
  • Conformance Testing: Includes test specifications for evaluating transmission delay and loudness ratings, ensuring terminals meet expected audio performance.
  • Compatibility and Interfacing: Clarifies default PCM A-law encoding (G.711) interoperability and interfaces for test equipment.

Applications

The guidelines provided in SIST I-ETS 300 245-8 E1:2003 are crucial for:

  • Manufacturers of ISDN Telephony Terminals: Ensuring that new devices support LD-CELP speech coding while maintaining acceptable speech quality and compatibility with existing network infrastructure.
  • Telecommunications Service Providers: Evaluating and certifying telephony devices for network deployment to optimize bandwidth usage and maintain consistent end-user experience.
  • Test Laboratories: Performing standardized measurement of loudness ratings, transmission performance, and conformance to ensure product compliance.
  • Network Equipment Integrators: Supporting the deployment of voice terminals with advanced coding techniques for improved network efficiency.

Practical benefits include reduced end-to-end delay for voice services, efficient network resource use, and consistent voice quality across diverse digital terminal devices in ISDN environments.

Related Standards

To ensure comprehensive compliance and interoperability, the following references are essential in conjunction with SIST I-ETS 300 245-8 E1:2003:

  • ITU-T Recommendation G.728: Defines the LD-CELP speech coding algorithm.
  • I-ETS 300 245-1: General technical characteristics for ISDN telephony terminals.
  • I-ETS 300 245-2: Speech transmission characteristics with PCM A-law encoding for handsets.
  • I-ETS 300 245-3: Speech transmission characteristics for loudspeaking and hands-free terminals.
  • CCITT G.711: PCM of voice frequencies, default encoding for ISDN terminals.
  • ETSI ETS 300 144: Frame structure for audiovisual services over ISDN.
  • TBR 3: ISDN attachment requirements for terminal equipment.
  • IEC 651, ITU-T P.51, ITU-T P.57: Equipment and measurement standards for electro-acoustic tests.

Conclusion

Implementing SIST I-ETS 300 245-8 E1:2003 supports consistent quality and interoperability for ISDN digital telephony terminals utilizing LD-CELP speech coding. By adhering to these technical specifications, manufacturers and service providers can deliver reliable, efficient, and high-quality voice communication within digital integrated networks. This standard is an important reference for enhancing digital telephony infrastructure and ensuring future-ready communications solutions.

Foreword
Part 8 of this Interim European Telecommunication Standard (I-ETS) was produced by the Terminal
Equipment (TE) Technical Committee of the European Telecommunications Standards Institute (ETSI).
An ETSI draft standard may be given I-ETS status as it is regarded either as a provisional solution ahead
of a more advanced standard, or because it is immature and requires a "trial period". The life of an I-ETS
is limited, at first, to three years after which it can be converted into a full European Telecommunication
Standard (ETS), have its life extended for a further two years, be replaced by a new version of the I-ETS
or, finally, be withdrawn.
This is the eighth Part of an I-ETS which comprises eight Parts:
Part 1: General.
Part 2: PCM A-law, handset telephony.
Part 3: Pulse Code Modulation (PCM) A-law, loudspeaking and hands free telephony.
Part 4: Interface for additional equipment.
Part 5: Wideband (7 kHz) handset telephony.
.
Part 6: Wideband (7 kHz), loudspeaking and hands free telephony.
Part 7: Locally generated information tones.
Part 8: Speech transmission characteristics when using Low-Delay Code-Excited Linear
Prediction (LD-CELP) coding at 16 kbit/s.

Introduction
The speech coding algorithm specified in CCITT Recommendation G.728 [1] is based on a digital
bitstream encoded according to CCITT Recommendation G.711 [3]. The terminal applications of the
CCITT Recommendation G.728 [1] algorithm are based on the framing structure specified in ETS 300 144
[8]. These terminals will be able to work in mode a0, i.e. using CCITT Recommendation G.711 [3]
encoding. The characteristics to be specified in this I-ETS can therefore be verified by:
- testing the audio characteristics of the terminal when it is working in mode a0;
- verifying that the speech coding algorithm is conforming to CCITT Recommendation G.728 [1].
The characteristics specified in this I-ETS are based on the principle where a limited number are specified
to test the overall characteristics of a terminal where the CCITT Recommendation G.728 [1] algorithm is
implemented.

1 Scope
Part 8 of this I-ETS specifies the technical characteristics for telephony terminals to be used at the basic
access for the coincident S and T reference point of the Integrated Services Digital Network (ISDN) when
using Low-Delay Code-Excited Linear Prediction (LD-CELP) coding at 16 kbit/s as specified in CCITT
Recommendation G.728 [1]. This Part applies in conjunction with I-ETS 300 245-1 [2].
The input and output bitstreams to and from the LD-CELP are encoded using the Pulse Code Modulation
(PCM) A-law encoding specified in CCITT Recommendation G.711 [3]. The speech transmission
characteristics of a handset terminal when using PCM A-law encoding are specified in I-ETS 300 245-2
[4], and the speech transmission characteristics of a hands free or loudspeaking terminal when using
PCM A-law are specified in I-ETS 300 245-3 [5]. The requirements of this Part are restricted to the
minimum set of characteristics where the implementation of the LD-CELP codec may influence the
speech transmission characteristics.
The present version of this Part does not cover measurements on receivers (in handsets) with low
acoustic output impedance.
