Overview

SIST EN 301 178-2:2001 establishes harmonized requirements for electromagnetic compatibility (EMC) and radio spectrum usage for portable Very High Frequency (VHF) radiotelephone equipment used in the maritime mobile service. Developed under the R&TTE Directive (1999/5/EC), this standard specifically applies to non-GMDSS (Global Maritime Distress and Safety System) applications operating in the VHF band (156 MHz to 174 MHz). By defining technical, operational, and testing requirements, this standard helps ensure reliable communications and the efficient use of the radio spectrum while minimizing the potential for harmful interference.

Key Topics

  • Scope of Application: Applies to portable VHF radiotelephone equipment for maritime use, excluding GMDSS-related devices.
  • Harmonized Standard: Aligns with Article 3.2 of the R&TTE Directive, ensuring equipment is constructed to use allocated spectrum efficiently and avoid interfering with other radio communications.
  • Technical Requirements: References essential performance and testing requirements, including:
    • Transmitter frequency accuracy, carrier power, deviation, and spurious emissions
    • Receiver sensitivity, selectivity, spurious response, intermodulation response, and blocking/desensitization
    • Environmental profiles for reliable operation across defined conditions
  • Conformance and Testing: Specifies testing procedures and acceptable measurement uncertainties to support conformity assessment for market entry and regulatory compliance.

Applications

SIST EN 301 178-2:2001 is crucial for manufacturers, distributors, and testing laboratories involved in:

  • Maritime Communications: Ensures portable VHF radiotelephones used on ships (excluding GMDSS applications) are compliant with essential technical parameters, supporting safe and effective voice communication between vessels, ports, and harbor authorities.
  • Product Certification and CE Marking: Enables manufacturers to demonstrate that their equipment conforms to R&TTE requirements, a prerequisite for legal market access in the European Union.
  • Spectrum Management: Supports national and international efforts to minimize radio interference and make efficient and effective use of valuable VHF radio spectrum, benefiting maritime operations worldwide.
  • Quality Assurance: Provides a framework to verify the quality, reliability, and interoperability of VHF maritime mobile equipment through standardized test methods.

Related Standards

  • EN 301 178-1: Technical characteristics and methods of measurement for portable VHF radiotelephone equipment in maritime mobile service (non-GMDSS).
  • Directive 1999/5/EC (R&TTE Directive): European regulation on radio equipment and telecommunications terminal equipment, including spectrum use and essential radio requirements.
  • Council Directive 89/336/EEC (EMC Directive): Pertains to electromagnetic compatibility requirements, referenced for additional conformity considerations.
  • Council Directive 73/23/EEC (LV Directive): Covers safety requirements for electrical equipment.
  • ETSI ETR 028: Provides guidance on measurement uncertainties for mobile radio equipment characteristics.

Practical Value

Implementing SIST EN 301 178-2:2001 is essential for:

  • Ensuring Regulatory Compliance: Non-compliant VHF maritime radios may face legal restrictions or removal from the market.
  • Reducing Risk of Interference: Adherence to technical and EMC requirements reduces risks such as disruption of critical maritime communications or interference with other radio systems.
  • Facilitating International Trade: Harmonized standards streamline product certification processes and promote mutual recognition across the EU.
  • Supporting Maritime Safety: Reliable, compliant communication equipment is vital for navigation, routine operations, and emergency management at sea for non-GMDSS users.

SIST EN 301 178-2:2001 is a standard published by the Slovenian Institute for Standardization (SIST). Its full title is "Electromagnetic compatibility and Radio spectrum Matters (ERM); Portable Very High Frequency (VHF) radiotelephone equipment for the maritime mobile service operating in the VHF bands (for non-GMDSS applications only); Part 2: Harmonized EN under article 3.2 of the R&TTE Directive". This standard covers: Develop a harmonised standard under the R&TTE Directive identifying requirements in EN 301 178.

Develop a harmonised standard under the R&TTE Directive identifying requirements in EN 301 178.

SIST EN 301 178-2:2001 is classified under the following ICS (International Classification for Standards) categories: 33.060.99 - Other equipment for radiocommunications; 33.100.01 - Electromagnetic compatibility in general; 47.020.70 - Navigation and control equipment. The ICS classification helps identify the subject area and facilitates finding related standards.

SIST EN 301 178-2:2001 has the following relationships with other standards: It is inter standard links to SIST EN 301 178-2 V1.2.2:2007. Understanding these relationships helps ensure you are using the most current and applicable version of the standard.

SIST EN 301 178-2:2001 is associated with the following European legislation: EU Directives/Regulations: 1999/5/EC; Standardization Mandates: M/284. Foreword
This Candidate Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical
Committee Electromagnetic compatibility and Radio spectrum Matters (ERM).
The present document is part 2 of a multi-part EN covering the Electromagnetic compatibility and Radio spectrum
Matters (ERM); Portable Very High Frequency (VHF) radiotelephone equipment for the maritime mobile service
operating in the VHF bands (for non-GMDSS applications only), as identified below:
Part 1: "Technical characteristics and methods of measurement";
Part 2: "Harmonized EN under article 3.2 of the R&TTE Directive".
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC [6] laying down a procedure for the provision of information in the field of technical
standards and regulations.
The present document is intended to become a Harmonized Standard, the reference of which will be published in the
Official Journal of the European Communities referencing the Directive 1999/5/EC [1] of the European Parliament and
of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive").
