Overview

SIST EN 300 440-2:2002 is a harmonized European standard developed by the Slovenski inštitut za standardizacijo (SIST) that defines the essential regulatory and technical requirements for short range devices (SRDs) operating within the 1 GHz to 40 GHz frequency range. This standard aligns with the R&TTE Directive 1999/5/EC, as well as CEPT/ERC Recommendation 70-03, ensuring compatibility and harmonization across European markets for radio equipment. The document provides a framework to ensure the efficient use of the radio spectrum, electromagnetic compatibility, and test procedures for demonstrating compliance, thereby supporting free market access and mutual recognition across the EU.

Key Topics

  • Scope and Applicability:
The standard applies to transmitters and receivers used as short range devices in the 1 GHz to 40 GHz band, covering equipment with either integral or specified antennas in fixed, mobile, and portable applications.

  • Technical Requirements:

    • Transmitters:
      • Limits for effective radiated power
      • Allowed operating frequencies
      • Limits for spurious emissions
      • Duty cycle restrictions
    • Receivers:
      • Adjacent channel and band selectivity
      • Blocking and desensitization resistance
      • Limits on spurious radiations
    • Special Provisions:
      • Power limits for 2.45 GHz RFID systems in line with annexes referenced in part 1 of the standard.
  • Testing and Compliance:

    • Essential radio test suites for transmitters and receivers
    • Defined environmental and power conditions for tests
    • Measurement uncertainty and interpretation
    • Requirements for harmonized proof of compliance with R&TTE Directive article 3.2
  • Modular Structure:
The standard fits into a broader modular system under the R&TTE framework, enabling adaptability as frequency bands and required functions evolve.

Applications

SIST EN 300 440-2:2002 serves as a foundational standard for manufacturers, integrators, and regulatory bodies involved with short range radio devices. Key application areas include:

  • Industrial and Commercial Automation:
Telemetry and telecommand systems for remote monitoring and control in factories, utilities, and logistics.

  • Alarms and Identification:
Wireless alarms, access control systems, asset identification (including RFID applications within allowed power limits).

  • Radio-determination and Location:
Positioning systems relying on precise frequency operation and minimal interference.

  • Consumer Electronics:
Devices such as wireless audio transmitters, data links, and communications tools designed for short range use.

  • Testing and Certification:
Laboratories and conformity assessment bodies use these specifications to verify compliance for market access, CE marking, and regulatory approval under the R&TTE Directive.

Related Standards

Implementing SIST EN 300 440-2:2002 often requires reference to additional or related standards:

  • SIST EN 300 440-1:
Defines detailed technical characteristics and test methods for SRDs in the same frequency range.

  • CEPT/ERC Recommendation 70-03:
Essential for understanding harmonized spectrum use and power class definitions for SRDs.

  • Directive 1999/5/EC (R&TTE Directive):
Sets the legislative framework for radio and telecommunications terminal equipment in the EU.

  • ETSI ETR 028:
Guidance for uncertainty measurement in radio equipment assessment.

  • Further ENs and harmonized standards:
May be required based on specific product family requirements or additional R&TTE directive articles.

By adhering to SIST EN 300 440-2:2002, manufacturers can ensure their products meet stringent electromagnetic compatibility and radio spectrum regulations, thus enabling secure, functional, and interference-free operation across multiple applications in the 1 GHz to 40 GHz range.

Foreword This Candidate Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee Electromagnetic compatibility and Radio spectrum Matters (ERM). The present document has been produced by ETSI in response to a mandate from the European Commission issued under Council Directive 98/34/EC [2] (as amended) laying down a procedure for the provision of information in the field of technical standards and regulations. The present document is intended to become a Harmonized Standard, the reference of which will be published in the Official Journal of the European Communities referencing the Directive 1999/5/EC [1] of the European Parliament and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual recognition of their conformity ("the R&TTE Directive"). The present document is part 2 of a multi-part deliverable covering Electromagnetic compatibility and Radio spectrum Matters (ERM); Short range devices; Radio equipment to be used in the 1 GHz to 40 GHz frequency range, as identified below: Part 1: "Technical characteristics and test methods"; Part 2: "Harmonized EN under article 3.2 of the R&TTE Directive".

The vertical boxes show the standards under article 3.2 for the use of the radio spectrum. The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.3 various horizontal boxes are shown. Their dotted lines indicate that essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type.
