Overview
SIST EN 300 356-15 V3.2.2:2003 defines the stage three protocol procedures for the support of diversion supplementary services in the Integrated Services Digital Network (ISDN). Based on modifications to ITU-T Recommendation Q.732 (clauses 2 to 5), this standard focuses on the implementation of these services over the international interface using Signalling System No.7 (SS7) and specifically the ISDN User Part (ISUP) version 3 protocol. The standard is aligned with the requirements of European public telecommunications operators and covers generic procedures that supplement those provided for basic call handling.
Key Topics
- ISDN Diversion Services: The document specifies generic protocol procedures supporting call diversion services such as Call Forwarding Busy (CFB), Call Deflection (CD), and similar features over international networks.
- ISUP Version 3: Emphasis on interoperability and signaling requirements using the ISDN User Part version 3 for international interfaces, ensuring seamless communication between different public networks.
- International Interface Focus: All definitions and procedures within the standard address international rather than national signaling needs. While some informative references to national use are included, the primary purpose is cross-border ISDN call management.
- Modified ITU-T Recommendations: Adjusts the baseline ITU-T Q.732 procedures to European and international interconnection needs.
- Supplementary Services Integration: Supplements basic call processing with additional signaling considerations for supplementary services, ensuring compatibility with other supplementary services like CLIP/CLIR and call completion functions.
Applications
Implementing SIST EN 300 356-15 V3.2.2:2003 is crucial for:
- International ISDN Gateways: Ensuring consistent treatment of diversion services (e.g., call forwarding) at international gateway exchanges, especially when calls are redirected across country borders.
- Public Telecommunications Operators: Providing pan-European ISDN networks with harmonized signaling behavior for supplementary services, reducing interoperability issues.
- Equipment Manufacturers: Guiding development and testing of ISDN products that must comply with European and global call diversion signaling procedures.
- Network Designers: Supporting the seamless integration of supplementary services into ISDN architectures, facilitating advanced call management across interconnected networks.
The standard applies to all circuit-switched telecommunication services supported by ISDN, especially when supplementary diversion features are required over international interfaces.

ETSIEN 300 356-15 V3.2.2 (1998-08)5Global modifications to ITU-T Recommendation Q.732,clauses 2 to 5Insert the following two clauses (Scope and Normative references) at the start of clause 2:ScopeThis fifteenth part of EN 300 356 specifies the stage three of the diversion supplementary services for the pan-EuropeanIntegrated Services Digital Network (ISDN) as provided by the European public telecommunications operators bymeans of the Signalling System No.7 protocol for the ISDN User Part (ISUP). Stage three identifies the protocolprocedures and switching functions needed to support a telecommunication service(see CCITT Recommendation I.130 [1]).The present document does not specify the additional protocol requirements where the service is provided to the user viaa telecommunications network that is not an ISDN.The present document does not specify the additional protocol requirements for the national signalling interface.Although the present document applies only to the international interconnection, the specification of functions, formatsand codes of messages and signals, and actions performed at originating and destination local exchanges are retained.Formats, codes and procedures marked for national use are included for informative purposes for the internationalinterface specification. If these items so marked are supported within a national network and operator's network, then itis proposed that they shall be supported in this manner.NOTE:In the case where a national signalling system behaves differently, the international gateway exchange isto support both the concerned national and international network. The diversion supplementary services are applicable to all circuit-switched telecommunication services.ReferencesThe following documents contain provisions which, through reference in this text, constitute provisions of the presentdocument.· References are either specific (identified by date of publication, edition number, version number, etc.) ornon-specific.· For a specific reference, subsequent revisions do not apply.· For a non-specific reference, subsequent revisions do apply.· A non-specific reference to an ETS shall also be taken to refer to later versions published as an EN with the samenumber.[1]CCITT Recommendation I.130 (1988): "Method for the characterization of telecommunicationservices supported by an ISDN and network capabilities of an ISDN".[2]ETS 300 121 (1992): "Integrated Services Digital Network (ISDN); Application of the ISDN
