Overview

SIST EN 300 199 V1.2.1:2004 specifies the user-oriented service description for the Call Forwarding Busy (CFB) supplementary service within the Integrated Services Digital Network (ISDN). Developed by the Slovenski inštitut za standardizacijo (SIST) and aligning with European standards, the document outlines how the CFB service allows incoming calls to be automatically redirected to another user if the original recipient’s ISDN number is busy. The standard also addresses updated interactions with other supplementary services, most notably the Completion of Calls to Busy Subscriber (CCBS) service. This edition replaces earlier versions and provides practical guidance for both public and private ISDN environments.

Key Topics

Core areas covered by the standard include:

  • Service Definition: A clear description of the CFB supplementary service from the end-user's perspective, as per ITU-T standards.
  • Scope of Application: Applicability to all circuit-switched ISDN services provided by European telecommunications operators.
  • Procedural Operations: Details on registration, activation, deactivation, invocation, and interrogation of the CFB service.
  • Subscription Options: Granular possibilities for offering CFB per ISDN number or on an all-access basis, with options for user notification and number presentation.
  • User Notification: Conditions dictating when users receive alerts about the activation, invocation, or deactivation of the service.
  • Interaction with Other Services: Documented mechanisms for interaction and interworking with CCBS and other supplementary ISDN services such as call hold, call waiting, and number identification.
  • Exceptional Procedures: Handling of invalid requests, rejected activations, and error cases.

Applications

Practical uses and value of the CFB service in ISDN include:

  • Enhanced Call Management: Businesses and individuals can ensure no important call is missed by setting up redirection when the line is busy.
  • User Flexibility: Subscribers can tailor call forwarding for all services, or specify behavior for certain basic services, depending on their usage patterns.
  • Seamless User Experience: Automatic call forwarding preserves communication continuity, critical for customer service lines and busy enterprises.
  • Custom Notification Control: Users and callers can receive notifications regarding forwarded calls and, depending on configuration, the identity of the forwarding destination.
  • Compatibility with Private ISDN: The standard supports interworking requirements between public and private ISDN environments, enabling flexible network architectures.
  • Service Provider Configuration: Operators can adjust the number of permitted call diversions, notification policies, and presentation of ISDN numbers, customizing for market requirements.

Related Standards

For comprehensive ISDN deployment and compatibility, consider these related standards:

  • EN 300 203: Covers stage two functional capabilities and information flows for the CFB service.
  • EN 300 207-1 and EN 300 356-15: Define signaling system protocols and switching functions for CFB at stage three.
  • ITU-T Recommendation I.130: Provides the structure for describing supplementary ISDN services.
  • ITU-T Recommendations I.210, I.221, I.112: Offer additional terminology and principles for supplementary telecommunication services.

Keywords: ISDN, Call Forwarding Busy, CFB, supplementary service, telecommunications, call redirection, CCBS, digital network, user notification, call management, subscription options.

By following SIST EN 300 199 V1.2.1:2004, telecommunication providers can deliver reliable call management features as part of ISDN services, offering increased flexibility, transparency, and quality of experience for European users and organizations.
