Overview
SIST EN 301 084 V1.1.1:2005 defines the Outgoing Call Barring-User Controlled (OCB-UC) supplementary service for the Integrated Services Digital Network (ISDN). Developed by the Slovenian Institute for Standardization (SIST) and aligned with EN 301 084, this standard describes how ISDN users can control the barring of outgoing calls, enhancing network security and cost management.
OCB-UC is applicable to all circuit-switched telecommunications services provided over ISDN, supporting the selective rejection of outgoing calls by the user, while incoming calls remain unaffected. The service’s practical value lies in enabling users-both individuals and organizations-to prevent unauthorized or undesired outgoing communications on their ISDN lines.
Key Topics
- User-Controlled Call Barring: Users can activate or deactivate barring of certain types of outgoing calls (e.g., national, international, special services).
- Barring Programs: The service supports multiple predefined barring programs, which specify call types or number ranges to bar. Each user or access point may have customized barring settings according to their needs and subscription options.
- PIN-Based Security: A Personal Identification Number (PIN) ensures that only authorized users can manage barring programs, activate, deactivate, or disable the service.
- Flexible Subscription Models: Service providers can offer OCB-UC on a per-ISDN number basis or cover the entire ISDN access. Activation and deactivation can target specific services or all basic services the user subscribes to.
- User Procedures: The document details processes for service provision, withdrawal, activation, deactivation, temporary disabling, and interrogation (status check) of the OCB-UC feature.
- Network Interworking: The standard outlines how OCB-UC functions across public and private ISDNs, and with non-ISDN networks, ensuring compatibility and consistent functionality.
Applications
OCB-UC enhances ISDN security, flexibility, and cost control for various user groups:
- Business and Enterprise Settings: Restrict expensive or unauthorized calls (such as international or premium-rate numbers) from company premises, reducing telecom costs and supporting company policies.
- Public Sector and Institutions: Prevent outgoing communications to non-approved numbers, ensuring policy compliance and information security in government, schools, or healthcare environments.
- Residential Users: Families or individuals can restrict outgoing calls from their home ISDN lines to prevent accidental or undesired call charges, supporting parental control and budget management.
- Temporary or Sensitive Installations: The ability to quickly enable or disable specific call barring supports dynamic environments such as events or temporary offices.
All users benefit from being able to independently manage their outgoing call restrictions without needing intervention from service providers for every change, improving autonomy and convenience.
Related Standards
OCB-UC as described in SIST EN 301 084 V1.1.1:2005 is part of a broader ISDN supplementary service framework. Related and referenced standards include:

1 Scope
The present document defines the stage one of the OCB-UC supplementary service for the pan-European ISDN as
provided by European telecommunications operators. Stage one is an overall service description from the user's point of
view (see CCITT Recommendation I.130 [1]), but does not deal with the details of the human interface itself.
The present document defines the interworking requirements of private ISDNs with the public ISDN.
In addition the present document specifies the base functionality where the service is provided to the user via a private
ISDN.
The present document does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN but does include interworking requirements of other networks with the
public ISDN.
Interactions with supplementary services not listed in clause 8 and other services not listed in clause 9 are outside the
scope of the present document.
Charging principles are outside the scope of the present document.
The OCB-UC supplementary service enables calls belonging to certain types to be rejected when they are originated by
the served user. The served user's ability to receive incoming calls is unaffected by the OCB-UC supplementary service.
The served user can select the barring program, activate and later deactivate it.
NOTE: Barring of certain types of calls by the network provider due to national legislations, regulations or for any
other reason, are out of the scope of this service.
The OCB-UC supplementary service is applicable to all circuit-switched telecommunications services.
The present document is applicable to the stage two and stage three standards for the ISDN OCB-UC supplementary
service. The terms "stage two" and "stage three" are also defined in CCITT Recommendation I.130 [1]. Where the text
indicates the status of a requirement (i.e. as strict command or prohibition, as authorization leaving freedom, or as a
capability or possibility), this shall be reflected in the text of the relevant stage two and stage three standards.
Furthermore, conformance to the present document is met by conforming to the stage three standards with the field of
application appropriate to the equipment being implemented. Therefore no method of testing is provided for the present
document.
