Overview
ISO/IEC 18584-2:2025 is an international standard developed by ISO and IEC, focusing on conformance testing methods for on-card biometric comparison applications, specifically addressing the work-sharing mechanism. This standard enables organizations to evaluate whether integrated circuit cards (ICCs) comply with the work-sharing requirements described in ISO/IEC 24787-2. Importantly, it does not cover the measurement of algorithmic performance, such as error rates or comparison speed, but ensures that functional requirements for work-sharing biometric verification are correctly implemented.
Key Topics
- Work-Sharing On-Card Biometric Comparison: Validates that ICCs can distribute the biometric comparison process between the card itself and external devices, without exposing stored biometric reference data.
- Test Methodologies: Describes comprehensive procedures for setting up a test environment-typically involving a Device Under Test (DUT, the ICC) and an Interface Device (IFD) that communicates with the card.
- Test Cases: Covers key testing scenarios including:
- Retrieval and use of biometric auxiliary data (WSR_001)
- Execution without biometric auxiliary data being retrievable (WSR_002)
- ICC Configuration Profile: Specifies feature sets such as whether biometric auxiliary data is retrievable or not from the ICC, impacting which test cases apply.
- Standardized Data Encapsulation: Ensures biometric data is transferred and encapsulated according to established formats (referencing ISO/IEC 7816-11 and ISO/IEC 24787-1), maintaining security and compatibility.
- Test Reporting: Provides clear criteria for test case pass/fail outcomes and structured recording of results.
Applications
Implementing ISO/IEC 18584-2:2025 brings practical value across multiple sectors that rely on biometric verification using smart cards and ICCs:
- Government and Identity Management: Facilitates the secure deployment of national ID cards or passports, ensuring compliance with internationally recognized biometric comparison processes.
- Banking and Financial Services: Supports secure cardholder authentication for payment cards that leverage on-card biometrics, improving security and customer trust.
- Access Control and Security: Ensures employee or visitor identification systems conform to secure work-sharing biometric verification mechanisms, reducing the risk of biometric data leakage.
- Device Certification and Conformance Testing: Enables card and device manufacturers to validate their products against standardized testing methods, promoting market interoperability and global acceptance.
Thanks to this standard, organizations can confidently select and implement smart card solutions that properly support work-sharing on-card biometric comparison, fulfilling both regulatory and technical obligations.

Introduction
On-card biometric comparison provides a more secure biometric verification method than off-card biometric
comparison, as the comparison is executed inside the integrated circuit card (ICC) and the biometric reference
is never revealed outside the ICC. ISO/IEC 24787-2 specifies a set of requirements for implementing work-
sharing mechanism of biometric comparison inside the ICC. An ICC application that claims conformance to
ISO/IEC 24787-2 fulfils a set of requirements outlined in this document. The requirements are established
for on-card biometric comparison, which is in a sensor-off card device, as defined in ISO/IEC 24787-2.
