Overview
ISO/IEC 8808:2026 specifies the Online Course Information Model for the field of information technology supporting learning, education, and training. Developed by ISO and IEC, this international standard aims to support a unified approach to defining and describing online courses. The standard identifies key elements, provides structured property specifications, and enables interoperability between different learning management systems (LMS). By adopting ISO/IEC 8808:2026, educational organizations and technology providers gain a comprehensive framework to facilitate design, sharing, migration, and quality development of online education.
Keywords: online course information model, ISO/IEC 8808:2026, educational technology, LMS interoperability, digital learning resource, online education metadata, course migration
Key Topics
ISO/IEC 8808:2026 addresses the need for clear, consistent characterization of online courses by establishing a standard information model. The standard covers:
Core Concepts:
- Online course: Instructional process delivered on an online platform, structured around learning activities and digital resources.
- Learning activity: Specific tasks or series of tasks based on instructional goals.
- Knowledge point: The minimum unit or label of learning content.
- Digital learning resource: Digital files, multimedia, and related objects used in online learning.
Properties for Description: Each course includes properties such as:
- Course ID, title, description, and objectives
- Information about publisher, contributor, and creator
- Syllabus, program or term, start/end dates, and delivery mode
- Course fee (aligned with ISO 4217 currency codes), prerequisites, announcements, and target audience
- Award/certification, reference materials, and preview content
Extension and Interoperability:
- The model is designed to be extensible and compatible with learning resource metadata standards, in particular ISO/IEC 19788 (Metadata for Learning Resources - MLR).
Property Specifications:
- Detailed attribute and value rules ensure consistency and clarity, supporting both human-readable and machine-interpretable course information.
Applications
The Online Course Information Model outlined in ISO/IEC 8808:2026 delivers practical benefits for a wide range of stakeholders in online education:
Educational Institutions & Course Designers
- Design and update online courses efficiently using a structured template.
- Ensure clear, comprehensive course descriptions for internal use and public catalogs.
Learning Management System (LMS) Vendors
- Enable interoperability and smooth migration of courses across platforms, reducing integration overhead.
- Facilitate import, export, and sharing of course data, leveraging a common structure.
E-learning Providers
- Promote quality assurance and transparency for learners, instructors, and content creators.
- Support the migration of courses between systems, in accordance with copyright management.
Accreditation and Certification Authorities
- Assess and recognize digital courses through standardized property sets.
- Validate and issue certificates and digital badges based on clear, consistent course metadata.
Learners
- Benefit from improved discoverability and comparability of online courses across providers and platforms.
Related Standards
Implementation and integration of ISO/IEC 8808:2026 are enhanced by reference and compatibility with relevant standards, including:
- ISO/IEC 19788 – Metadata for Learning Resources (MLR), which provides foundational rules for educational resource metadata.
- ISO 4217 – Codes for the representation of currencies, essential for property specifications involving fees.
- ISO 15836-1 – The Dublin Core Metadata Element Set, frequently used as a foundation for descriptive metadata in digital education contexts.
Embracing ISO/IEC 8808:2026 will streamline the development, management, and exchange of online course information, fostering greater interoperability and quality assurance in global online education.

Introduction
The role of online learning within formal education and training has developed considerably since the advent
of the world wide web. During the public health emergencies, this mode of teaching and learning was pivotal
in maintaining continuity of delivery and access. As a result, there is renewed attention on issues associated
with efficiency and interoperability of the systems that support online learning.
The primary purpose of this document is to:
a) provide an information model that identifies opportunities for course interoperability;
b) promote course sharing among different institutions and learning management systems, i.e. course
information sharing and course importation and exportation;
c) specify common elements of an online course for participants and suppliers using ISO/IEC 19788-1:2024
[1]
;
d) enhance user experience of participants and interested parties; and to
e) guide e-learning related suppliers to provide more quality products and services.
