Overview
EN IEC 61010-2-034:2021/A11:2021 is a key European standard developed by CLC (CENELEC) that sets out safety requirements for electrical equipment for measurement, control, and laboratory use. Specifically, it outlines particular requirements for measurement equipment designed to measure insulation resistance, as well as test equipment for evaluating electric strength, with output voltages above 50 V AC or 120 V DC. This standard ensures equipment reliability and user safety, providing essential guidance for manufacturers, test laboratories, and organizations using such equipment in electrical and electronic environments.
This group safety publication is intended as a product safety standard and serves as a reference for technical committees developing similar standards, in line with IEC Guide 104 and ISO/IEC Guide 51.
Key Topics
EN IEC 61010-2-034:2021/A11:2021 covers several critical areas regarding the safety and performance of insulation resistance meters and electric strength testers:
- Scope and Applicability
- Applies to measurement and test equipment with high output voltages for insulation resistance and electric strength assessments.
- Targets combined measuring equipment with these functions integrated.
- Voltage Regulation
- Requires test equipment to have a regulated output, ensuring the test voltage remains within ±5% of the specified value during operation.
- Material Selection
- Emphasizes the selection of insulating materials based on the expected service life of the equipment.
- Marking and Documentation
- Mandates marking of essential characteristics on equipment or documentation to ensure correct and safe usage.
- Protection Measures
- Specifies technical measures to protect users, animals, and property from electrical, mechanical, and environmental risks.
- Addresses protection against hazards arising from direct or indirect contact, overheating, or variable environmental influences.
- Conformity and EU Directives
- Aligns with Directive 2014/35/EU (Low Voltage Directive), ensuring presumption of conformity with essential safety objectives.
Applications
This standard is vital for a range of practical applications involving electrical safety testing and laboratory measurements:
- Testing Equipment Manufacturers
- Guides design and compliance for manufacturers of insulation resistance meters and electric strength testers used in industrial, laboratory, and field environments.
- Quality Assurance in Electrical Installations
- Ensures equipment used to verify insulation integrity and dielectric strength meets recognized safety benchmarks, reducing risks during commissioning or maintenance of electrical systems.
- Accredited Testing Laboratories
- Forms the basis for laboratory procedures when performing safety and compliance evaluations on electrical and electronic apparatus.
- Technical Committees and Standards Developers
- Serves as a foundational reference for creating or harmonizing related product safety standards within the measurement, control, and laboratory sectors.
- Regulatory Compliance
- Enables organizations to demonstrate compliance with the EU Low Voltage Directive, facilitating market acceptance and legal conformity.
