Overview

EN ISO 8665:2017 specifies standardized methods for determining and declaring the power output of reciprocating internal combustion (RIC) engines used in marine propulsion for small craft. This European Standard adopts ISO 8665:2006, extending its applicability for engines powering recreational vessels and other small craft up to 24 metres in hull length. The standard works in conjunction with ISO 15550 to ensure consistent, reliable, and comparable power measurement and declaration practices across the marine industry.

By harmonizing power measurement methods and declaration requirements, EN ISO 8665:2017 helps manufacturers, regulators, and end users accurately document and verify proclaimed engine performance.

Key Topics

  • Scope: Covers procedures specific to marine propulsion RIC engines, supplementing general requirements of ISO 15550.
  • Measurement Conditions: Defines standard conditions and verification protocols for engine power testing, ensuring results are valid and repeatable.
  • Declaration of Power: Outlines requirements for documenting and publishing rated (declared) power, including at what point in the propulsion system the power should be measured (e.g., crankshaft or propeller shaft).
  • Test Reporting: Specifies the essential data and optional variables to be recorded in the test report, supporting transparency and reproducibility.
  • Production Conformity: Sets tolerances for acceptable deviation between declared and measured power in production units, enabling quality assurance.
  • Relationship to Legislation: Supports essential safety and performance requirements in EU Directive 2013/53/EU for recreational craft.

Applications

EN ISO 8665:2017 has practical solutions for a range of stakeholders involved in the design, production, certification, and operation of marine engines and small craft:

  • Engine Manufacturers: Ensures engine power ratings are measured and declared in a standardized way, facilitating fair competition, reliable marketing, and compliance with regulations.
  • Boat Builders: Provides a consistent basis for selecting and installing propulsion systems appropriate for specific vessel designs and performance requirements.
  • Certification Authorities: Enables verification and approval of engine power declarations, aligning with European regulatory requirements and supporting CE marking for recreational craft.
  • End Users and Owners: Ensures transparency in published engine power ratings for purchasing and operational decision-making.
  • Testing Laboratories: Supplies clear protocols for conducting, recording, and reporting marine engine power measurements in accordance with international best practices.

Related Standards

  • ISO 15550 – General requirements for the measurement of engine power, forming the technical foundation for EN ISO 8665:2017.
  • EU Directive 2013/53/EU – Essential requirements for recreational craft, where compliance with EN ISO 8665:2017 helps demonstrate conformity.
  • ISO 8178, ISO 14396 – Power determination methodologies for exhaust emission testing of internal combustion engines.
  • ISO 3104, ISO 3675, ISO 5165 – Standards referenced for testing fuel and lubricants during power measurement procedures.

EN ISO 8665:2017 is a crucial standard for the marine industry, supporting quality, safety, and regulatory compliance by providing robust guidelines for the measurement and declaration of marine engine power in small craft applications. By facilitating consistent and accurate engine power publication, the standard strengthens trust among manufacturers, authorities, and boat owners alike.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
