(Specification)Standard Specification for Cold-Applied Coal Tar for Roofing, Waterproofing, and Dampproofing
Standard Specification for Cold-Applied Coal Tar for Roofing, Waterproofing, and Dampproofing
SCOPE
1.1 This specification covers a mixture of processed coal tar base with or without mineral fillers or polymer modification suitable for brush, spray, and squeegee application to coal tar built-up and coal tar modified bitumen membrane roofing, flashings, dampproofing, insulations, and waterproofing.
1.2 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard.
1.3 The following precautionary caveat pertains only to the test method portion, Section 7, of this specification: This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.
1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview
ASTM D8464/D8464M-23 is the standard specification for cold-applied coal tar used in roofing, waterproofing, and dampproofing applications. Developed by ASTM International, this specification covers a mixture of processed coal tar base, with or without mineral fillers or polymer modification, designed for convenient application by brush, spray, or squeegee. This standard supports both SI and inch-pound units, ensuring global applicability in both metric and imperial jurisdictions.
The specification is tailored for use with coal tar built-up and coal tar modified bitumen membrane roofing, flashings, insulation systems, dampproofing, and waterproofing. As a product intended for building envelope protection, it ensures consistent quality and reliable performance in moisture barrier solutions.
Key Topics
- Material Composition: Outlines requirements for processed coal tar mixtures with or without mineral fillers and polymer modification. Strict limits are specified for water content, nonvolatile content, and mineral stabilizer amounts to ensure product consistency and performance.
- Physical Properties: Details uniformity and consistency parameters for cold-applied coal tar, ensuring suitability for application on prepared surfaces at specified ambient temperatures and guaranteeing ease of application with various tools (squeegee, brush, spray).
- Dual Measurement Systems: Recognizes both SI and inch-pound measurement units, making the standard globally relevant and reducing errors during cross-border specification.
- Sampling and Testing: References ASTM D6511/D6511M as the guiding test method for evaluating the composition and physical requirements of solvent-bearing bituminous compounds in these applications.
- Safety Considerations: Advises users to implement appropriate safety, health, and environmental practices when handling or specifying the product.
Applications
The ASTM D8464/D8464M-23 standard is integral to projects involving:
- Coal Tar Built-Up Roofing: Ensures the coal tar product supports multilayered roofing systems designed for superior waterproofing and durability.
- Modified Bitumen Membrane Roofing: Specifies the suitability of cold-applied coal tar for use with polymer-modified membranes, enhancing flexibility and resilience.
- Dampproofing and Waterproofing: Essential for applications on foundations, walls, and other structural elements where resistance to water ingress is critical.
- Flashings and Insulations: Addresses requirements for use on flashings and insulation systems to prevent water penetration at joints, edges, and penetrations.
Construction professionals, contractors, roofing manufacturers, and facility managers rely on ASTM D8464/D8464M-23 to ensure their cold-applied coal tar products deliver high performance over time and comply with recognized quality benchmarks.
