Overview
prEN IEC 61009-2-1:2026/prAA:2026 is a draft amendment to the European standard for residual current operated circuit-breakers with integral overcurrent protection for household and similar uses (RCBOs), specifically those classified under section 4.1.1 of IEC 61009-1:2024. This document, prepared by CLC/TC 23E, outlines additional requirements, tests, and test sequences to verify the safety, reliability, and performance of RCBOs intended for use in electrical systems with voltages not exceeding 440 V AC, at frequencies of 50 Hz, 60 Hz, or 50/60 Hz, and rated currents up to 125 A. It supports certification and market access for RCBOs throughout Europe, assuring compliance with safety and operational standards.
Key Topics
Scope of Application:
The standard applies to RCBOs as defined by IEC 61009-1:2024, 4.1.1, for protection against residual currents, overcurrents, and electrical faults in residential and similar environments.Updated Testing Procedures:
Includes critical updates and clarifications to test circuits, environmental test conditions, and detailed requirements for verifying RCBO performance under low temperature conditions (from −25 °C to +40 °C), ensuring reliable operation across a range of climates.Amendments to Testing Tables and Figures:
Modifications to test sequences, number of samples required, and new test cycle figures offer granularity in assessing RCBO performance across different circuit conditions and classifications.Special National Conditions:
Specific national requirements are highlighted. For instance, Germany prohibits RCBOs of type AC, while some countries retain IEC text in parts of test tables.Certification and Compliance:
This document forms the basis for third-party certification of RCBOs, ensuring products meet European norms for electrical safety and emission standards.
Applications
Residential Electrical Protection:
RCBOs compliant with this standard are designed to protect against electric shock and electrical fires by disconnecting circuits during ground faults or overcurrent scenarios, crucial for homes and apartments.Similar Uses in Non-Residential Settings:
Equally suitable for commercial buildings, small offices, and public facilities where similar voltage and current limits are in place.Harsh and Variable Climates:
The added low temperature operation verification means certified RCBOs are reliable for installations in regions with extreme climate variations-supporting safe electrical system performance from cold to temperate zones.Product Certification and Market Access:
Manufacturers and importers targeting the European market will use prEN IEC 61009-2-1:2026/prAA:2026 for conformity assessment, CE marking, and competitive product positioning.

38 Add the following subclause:
39 “9.Z1 Verification of the correct operation at low ambient air temperatures for RCBOs for use at
40 temperatures between −25 °C and +40 °C
41 Enclosed-type RCBOs are tested in their enclosure, unenclosed-type RCBOs are mounted in an individual
42 enclosure with a degree of protection IP55, and are connected as for normal use (see Figure 2).
43 No drain hole in the enclosure shall be opened for this test.
44 NOTE RCBOs tested in enclosures IP55 are suitable to be used in enclosures of a degree of protection other than
45 IP55 within the temperature range of –25 °C to +40 °C.
46 The RCBO (including the enclosure) is brought into a suitable test chamber with an ambient air temperature of
47 (23 ± 2) °C and a relative humidity of (93 ± 3) %. The volume ratio of the test chamber to the test samples
48 (including enclosures) shall be greater than 50.
49 The RCBO is in the ON-position without load and shall be subjected to the following cycle (see Figure Z6).
50 For the first 6 h (stabilization period) the temperature is kept at (23 ± 2) °C and the humidity at (93 ± 3) %.
51 Within the next 6 h the ambient air temperature is decreased to (−25 ± 2) °C without any supply of humidity.
52 This temperature of (−25 ± 2) °C is kept for 6 h. Within the next 6 h the temperature is increased to (+
53 23 ± 2) °C and the relative humidity is increased to (93 ± 3) % (end of the first cycle). This cycle is performed
54 five times.
55 During these cycles the RCBO shall not trip.
56 During the fifth cycle, at the end of the period at (−25 ± 2) °C, an AC residual current is passed through one
57 pole of the RCBO (see Figure 2)
